About The Position

Project Manager IV – Actuarial Analysis Under the direction of the Chief Actuary, the Project Manager IV performs advanced, senior-level project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May plan, assign and/or supervise the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position works closely with the Chief Actuary, providing project management support for Medicaid managed care capitation calculations, financing and rate implementation. The responsibilities of this position include: providing assistance on issues related to managed care financing to accomplish state and federal directives; analyzing federal guidance; planning, developing, executing, evaluating, and modifying policy as needed; coordinating with numerous divisions with the agency; and assisting with the preparation of comprehensive reports and presentations for senior management, legislative and external agencies, and the general public. This position performs other duties as assigned and as required for maintaining HHSC operations.

Requirements

  • Knowledge of project management theories and practices applicable to highly complex projects.
  • Skill in project management monitoring, in addressing changes in scope and budget, and in operating computers and applicable computer software.
  • Ability to manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; and to plan, assign, and/or supervise the work of others.
  • Skill in: written and oral communication; understanding and solving complex problems; handling multiple assignments and tasks, prioritizing, and meeting deadlines; organization; exercising sound judgment; and effective decision making.
  • Ability to: communicate effectively, both orally and in writing; manage multiple assignments and deadlines; perform under pressure; analyze and assess risk; receive and respond positively to constructive feedback; work cooperatively with others in a professional office environment.
  • Bachelor’s degree in business, finance or a similar field required.
  • PMP certification is required or must be obtained within one year of hire.

Responsibilities

  • Develops, monitors and evaluates projects in matters related to Medicaid managed care capitation calculations, financing and rate implementation for the HHSC Actuarial Analysis department and Chief Actuary.
  • Provides project management for issues related to managed care financing to accomplish state and federal directives and provides project management updates on a regular basis.
  • Analyzes federal guidance and plans, develops, executes, and evaluates policy related to managed care finance and capitation rates.
  • Prepares comprehensive reports and presentations for HHSC Leadership illustrating captitation rate development, policies, and project timelines.
  • Develops and implements plans to communicate and explain overall strategy for issues related to managed care capitation rates and develops organizational relationships, integrated policies and promotes efficiency and collaboration across the HHS organization.
