About The Position

Under the supervision of the Director of Field for Day Care Regional Operations, within the Child Care Regulation Department (CCR) of the Regulatory Services Division (RSD) of the Texas Health and Human Services Commission (HHSC), the Daycare District Director is responsible for providing advanced senior level leadership oversight and strategic direction to the district. This includes providing leadership oversight to the Program Administrator and directing the daily operations of the Day Care Regulation program for the assigned district. The District Director is accountable to the Director of Field, Deputy Associate Commissioner, and Associate Commissioner, and is responsible for overseeing all regulatory activities for the district. This position must ensure regulatory activities comply with law, rule, policy, and best practice HHSC, RSD, and CCR standards. This position must ensure the district fulfills the CCR mission and successfully achieves performance expectations. This position must lead with an innovative mindset and must demonstrate skill in continuous process improvement activities. This position identifies the need for regulatory change while developing and implementing techniques for successful change management solutions. This position is responsible for developing leadership in staff and is responsible for supporting district staff as they fulfill their regulatory duties. The position is also responsible for identifying inefficiencies and removing any barriers or challenges experienced by district staff. The position must fulfill CCR senior leaderships’ vision and ensure regulatory duties are completed in an accountable, consistent, efficient, and quality manner. The position must possess strong interpersonal skills and is responsible for establishing and maintaining effective working relationships with internal and external stakeholders, including, but not limited to: RSD programs, other state agencies, and child care providers. The position may also represent CCR at business meetings, hearings, trials, legislative sessions, conferences, committees, panels, and seminars. The District Director position works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of staff development and mentoring.
  • Knowledge of regulatory rules, statute, policies, processes, and RSD   performance measures.
  • Skilled in analyzing data and strategic planning to manage district performance improvement.
  • Skilled in process improvement theory.
  • Ability to identify problems, develop and implement solutions.
  • Ability to direct and supervise work of others.
  • Ability to work with minimal supervision and demonstrate independent judgment.
  • Ability to apply emotional intelligence to all decision making and work scenarios.
  • Knowledge of personnel management and knowledge of employment practices.
  • Skilled in excellent communication skills, both verbal and written.
  • Possess leadership and management experience.
  • Graduation from an accredited four-year college or university in a field relevant to the position. Experience may be substituted for education, on a year for year basis.
  • Three years full-time consultative, supervisory, managerial, professional, or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, or interpretation of complex written material.

Nice To Haves

  • Experience in Child Care Regulation supervising the direct delivery of regulatory services preferred.
  • Experience with public speaking, collaborating with community stakeholders and providers related to child care preferred.
  • Knowledge of Regulatory Services Division laws, rules, policies, and procedures preferred.

Responsibilities

  • Oversee daily regulatory processes and ensure district employees are fulfilling performance expectations.
  • Oversee the leadership development of the Program Administrator, Supervisor, and field level staff within the district.
  • Accountable for district staff’s regulatory decisions.
  • Responsible for ensuring district employees complete licensing, monitoring, and investigation activities in accordance with the statute, rule, and policies.
  • Responsible for ensuring district budget decisions are managed accurately.
  • Responsible for ensuring district staff fulfill the necessary actions required to refer operations to RSD Enforcement as needed.
  • Responsible for ensuring a regulatory partnership with external stakeholders to increase provider understanding of their role of protecting the health, safety, and well-being of children receiving daycare services.
  • Responsible for maintaining ongoing continuing education including current knowledge of regulatory statutes, rules, and policies. Develops their direct reports and seeks out additional training to develop the district team.
