About The Position

The PATH Career Coach will be responsible for assigning participants to appropriate federally approved activities that will result in the participant completing sufficient hours of activity to meet or exceed federal work participation requirements. This will be done by gathering all necessary documentation to verify hours in each activity, including pay stubs or written employer statements, class and community service attendance records, job search logs and daily attendance sheets. The PATH Career Coach will determine eligibility for, document and schedule supportive services, as needed, and will monitor to ensure that as problems arise, needs are adequately met. The PATH Career Coach must work to meet all goals and benchmarks established by the MWA for their individual caseload. Career Coaches will be evaluated on their performance and held accountable for meeting established goals on their assigned caseload.

Requirements

  • Bachelor's degree, a concentration in human services is preferred.
  • In lieu of a Bachelor's degree an Associates Degree with five years experience in case management or related work experience.
  • Documented experience handling an employment related caseload would be considered with preferred experience being a history of working with Michigan Works Administration programs.
  • Proper phone usage and good communications skills, both written and oral, are also necessary.
  • Must have the ability to prioritize and organize to meet goals and deadlines.
  • Must be able to meet the travel demand of the job.

Responsibilities

  • Accept referrals from the Department of Health and Human Services (DHHS) for Welfare Reform participants and Friend of the Court (FOC) for Gain Employment Maintain Support (GEMS) program.
  • Attend and help to conduct orientations for new participants entering the PATH and/or GEMS program.
  • Explain the services available to participants within the Michigan Works Administration.
  • Explain the required activities of the PATH/GEMS programs and the consequences for failure to adequately participate in those activities.
  • Track individual participant compliance, motivate to comply and if non-compliant refer for triage with the Department of Human Services or the Friend of the Court.
  • Prepare, complete and monitor the Individual Service Strategy (ISS), which addresses basic skills, pre-employment work maturity skill and occupational skill deficiencies as well as supportive service needs.
  • Conduct comprehensive and specialized assessments, including diagnostic testing and interviewing (CASAS, ONET, Job Fit and WorkKeys).
  • Approve training for participants only at State approved educational and training providers for training approved by the local Workforce Development Board.
  • Assure that all applicants certify that they received a written statement explaining services and summary of the Michigan Works Administration's grievance and complaint procedure, MWA EO policy, Discrimination policy and Release of Information.
  • Track all participants so that time limits for activities are not exceeded.
  • Track community service participants to assure that FLSA (Fair Labor Standards Act) limitations are not exceeded.
  • Track participants to assure that limitations placed on supportive services are not exceeded.
  • Conduct follow-up for 180-days for participants placed in unsubsidized employment, whether or not the FIP case is closed (does not apply to EFIP cases).
  • Update the MIS with the appropriate case note entries after each contact with the participant.
  • Monitor participant assignments to assure that he/she is in compliance with federal work participation requirements.
  • Enter actual hours on MIS and manage hours as per Michigan Works Administration policy.
  • Refer to other partners those participants who are in need of services that cannot be provided under the program.
  • Attend required MWA trainings.
  • Participate in triage meetings with DHHS and job seeker.
