Evoke is seeking a
Capture / Proposal Manager to join our Strategic Growth team!
Requirements
Bachelor's degree preferred
Six (6) to ten (10) years of demonstrated capture / proposal management experience in a government consulting/professional services environment
Comprehensive knowledge and understanding of federal procurement processes, guidelines, contract types and timelines including but not limited to: FAR, DFAR, GSA MAS, GWACs, BPAs, IDIQs, NAICS
MUST be able to provide comprehensive win/lost sheet detailing performance over the last five (5) years containing the following:
Agency
Opportunity name (if not proprietary) and Brief scope overview
MUST be HIGHLY proficient in M365 (particularly Word, PPT, and SharePoint) and CRMs (e.g., GovWin, HigherGov, Federal Compass, etc.)
Expertise in current business development and capture best practices within the industry, analyzing solicitation requirements particularly within Sections C, L & M and the ability to develop unique strategies based on market position
Expansive network of industry contacts to support teaming strategies
Demonstrated leadership ability to collaborate across stakeholders (clients, functional teams, teammates and senior leadership) to elicit information necessary in a timely manner for the development of compelling technical and management solution content for written volumes and oral presentations
Strong researcher, analytical mindset, and presentation delivery skills
Winning mindset comprised of positive attitude, high energy, detail-oriented, deadline-driven and ability to simultaneously coordinate multiple activities
Excellent verbal and written communication skills

Nice To Haves
Experience with AI proposal management/development tools (e.g., Awarded.AI, Vultron.AI, etc.)
Recent prior experience with DoD, VA, DHS, NIH, DOT, Treasury, or Commerce desired
Recent prior experience with SLED opportunities, HIGHLY desired
Responsibilities
Fuel company’s growth by applying professional experience and insights of client acquisition trends and the competitive landscape across the federal management consultancy ecosystem to identify and win new business
Following initial opportunity identification, lead teams through the critical and time sensitive Capture phase of the growth lifecycle, transitioning Qualified opportunities through the Gate Review process and through Proposal Submission
Perform research and facilitate intelligence gathering of publicly available client information, procurement sites, and other sources and analyze data to calculate pWin and provide bid/no bid recommendations
Facilitate collaboration with colleagues, teammates, and SMEs focused on bid strategies, gap analyses, win themes, and differentiated solution frameworks to address clients' mission objectives
Key contributor to Teaming Agreements strategies
Coordinate advanced vetting of prospective solutions with clients, adjusting win strategy accordingly
Work with internal pricing and teammates on initial price to win strategies and models, based upon current market conditions and competitive landscape
Coordinate schedules and allocate resources across teams to meet proposal budgets and timelines
Oversee proposals to achieve milestone dates and pipeline award expectations
Develop and organize service offerings, client, and pricing strategy
Oversee staffing, skill development, retention, and operational management of growth team consultants
Work to continually build and improve solid and well-rounded practice area teams
Develop new and foster existing strategic relationships with clients and industry partners to identify business challenges, craft solutions, and create opportunities for future growth
Support review coordination, team/partner data calls and collaboration, document and presentation editing and graphics
May also develop, support, and/or present client proposal presentations
Liaise with growth, human capital, finance, contracts, and program teams to support contract execution and potential organic growth
Manage and coordinate communication across internal departments and with external stakeholders
Oversee maintenance of growth team’s processes, tools/applications (e.g., SharePoint and Teams sites/libraries and CRM suite), ensuring consistent and systematic process
