About The Position

ICF is seeking a driven and growth-oriented Capture Manager to support our Digital Modernization Division. This role will lead capture execution for smaller-scale opportunities and recompetes, while supporting larger, strategic pursuits under the direction of senior capture leadership. The Capture Manager will be responsible for developing and executing winning capture strategies across the full lifecycle—from opportunity qualification through proposal submission and award—within a defined portfolio of pursuits. While prior experience supporting capture efforts is sufficient for this role, the successful candidate must demonstrate readiness to step into a lead capture role with accountability for outcomes. This position is ideal for a capture professional who understands the federal acquisition environment, has contributed meaningfully to capture strategy and execution, and is prepared to take ownership of end-to-end captures for well-defined opportunities. This role is based in the Washington, DC area and follows a hybrid work model, requiring a minimum of two days per week in ICF’s Reston, VA office.

Requirements

  • 2 years of experience in capture management, business development, proposal management, or capture operations within the federal contracting environment.
  • Demonstrated experience supporting capture efforts across multiple phases of the capture lifecycle, with increasing responsibility for strategy development, customer engagement support, competitive analysis, or capture execution.
  • Readiness to assume lead capture responsibility for smaller-scale pursuits and recompetes, with accountability for execution and outcomes.
  • Working knowledge of disciplined capture methodologies (e.g., Shipley or equivalent) and familiarity with pricing-to-win concepts.
  • Strong organizational, analytical, and written communication skills, with the ability to translate inputs into clear capture strategies and artifacts.
  • Working knowledge of the Federal Acquisition Regulations (FAR) and federal procurement processes.
  • Ability to obtain a Public Trust clearance.
  • Bachelor’s degree required.

Responsibilities

  • Develop capture strategies and solution positioning based on customer priorities, competitive landscape, and acquisition approach, in coordination with account and delivery leadership.
  • Own day-to-day customer engagement planning and intelligence gathering for assigned pursuits, including meeting preparation, call plans, follow-ups, and shaping actions aligned to acquisition timelines.
  • Coordinate teaming strategies for assigned pursuits, including partner identification, outreach, alignment of roles and responsibilities, and support to teaming agreements.
  • Support pricing-to-win activities by developing assumptions, coordinating inputs, and aligning pricing strategy with win themes and solution positioning.
  • Manage the capture lifecycle from qualification through proposal development and award, ensuring disciplined execution, adherence to internal capture processes, and readiness for color reviews and milestones.
  • Apply a structured, Shipley-based capture approach to maintain capture artifacts, manage capture cadence, and partner with proposals to ensure delivery of a winning bid.
  • Support larger, complex, or strategic pursuits led by senior capture leadership, contributing research, analysis, capture artifacts, and execution support as needed.
