Job Summary: The Capture Manager identifies the resources needed to pursue a business opportunity; overseas bid strategies, pricing, teaming, and proposal strategies; and manages the transition from business opportunity to proposal development. Oversees the pursuit phase of business development, including solutioning, teaming, customer knowledge, and overall positioning.

Requirements

  • Bachelor's degree
  • 5+ years of federal contracting experience
  • Knowledge of federal contracting, contract types and procurement processes
  • Knowledge of the federal IT procurement life cycle required
  • Strong knowledge and experience using federal procurement tools, including GovWin, FBO.gov, FedConnect, and GSA eBuy
  • Technical writing capabilities
  • Excellent communication skills with emphasis on writing ability
  • Proven organization skills
  • Expert knowledge of Microsoft Office, particularly Word 2010/2013, Excel, and PowerPoint

Responsibilities

  • Plan, document, and manage the internal and external capture project efforts
  • Analyze the organization's strategic goals and align business opportunities and market intelligence with win strategy
  • Interface and develop relationships with external customers and teaming partners to market the company for specific business opportunities
  • Regularly attend industry conferences, opportunity-specific sessions, and networking events to build relationships and market intelligence
  • Utilize numerous federal contracting tools (FBO, GovWin, FedConnect, eBuy, etc.) to track and assess business opportunities
  • Collaborate with the BD Director on Pwin assessements and Bid/No-bid decisions
  • Determine what the potential customer needs to fulfill the requirements of an opportunity
  • Conduct a competition analysis
  • Assess pricing strategy
  • Prepare a plan for the proposal development phase
  • Collaborate strategies with the Proposal Manager
  • Serve as primary point of contact between the proposal documentation team and the program solutions team
  • Participate as an independent proposal evaluator in all major proposal reviews.
