About The Position

The Business Systems Analyst / Project Manager will support the Texas Commission on Environmental Quality (TCEQ) on the IRD core applications development initiative. This role participates in all phases of the Software Development Lifecycle (SDLC) to analyze, design, develop, and implement core TCEQ applications built on Java, JavaServer Faces, PrimeFaces, JavaScript, Hibernate, and SQL. The candidate will serve as a bridge between customer stakeholders and technical teams, facilitating requirements gathering, enterprise analysis, and project planning. This is a hybrid position based in Austin, Texas, with both on -site and telework components.

Requirements

  • 8 years of experience in business analytics, including requirements gathering and creating or modifying project documentation.
  • 8 years of experience conducting JAD sessions and performing enterprise analysis, including data analysis, gap identification, and project milestone planning.
  • 8 years of experience eliciting business needs for both new and existing projects.
  • 8 years of testing experience on application modules in alignment with defined requirements.

  • 4 years of experience managing small teams to achieve project goals.
  • Familiarity with Java, JavaServer Faces, PrimeFaces, JavaScript, Hibernate, and SQL within an enterprise application environment.

Responsibilities

  • Participate in all phases of the SDLC to support the analysis, design, development, and implementation of core TCEQ applications.
  • Gather business requirements and create or modify project documentation to support application development efforts.
  • Conduct Joint Application Development (JAD) sessions and facilitate meetings to bridge communication between customer and technical teams.
  • Perform enterprise analysis including data analysis, gap analysis, and project milestone and goal planning.
  • Elicit business needs for both new and existing projects to ensure solutions meet agency objectives.
  • Develop and maintain planning and scheduling tasks to support optimal project completion.
  • Execute testing activities on application modules to verify conformance with defined requirements.
  • Manage small teams to coordinate efforts and achieve overall project goals.
  • Collaborate with TCEQ IRD and user staff throughout all project phases to ensure delivery of high -quality solutions.
  • Support project coordination activities including status reporting, issue tracking, and stakeholder communication.
