This position is in the Structures Management Unit (SMU) and supervises a squad of engineering and technician staff responsible for the continued development, updating, and maintaining the bridge management system (BMS) and bridge maintenance work plans. Beta test new versions and contractor modifications- run scripts to ensure that changes do not adversely affect overall software applications, NCDOT specific analytic models and forecasting tools. Develop/implement routine analytic models and refined decision trees that serve as triggers for maintenance, repair, preservation, rehabilitation and replacement activities or treatment cycles. Develop and maintain the BMS User's Manual which includes specific modules to suit varied user needs, such as the State and Division Bridge Program Managers involved in programming and project selection as well as Division Bridge Maintenance Staff involved in maintaining and repairing bridges. Develop and deliver Unit and Division user training needs. Perform data queries and develop reports to facilitate the selection of bridge preservation, rehabilitation, and replacement projects for all parts of the NCDOT Bridge Program. Perform QC/QA of queries and reports to ensure that results identify appropriate bridge candidates and that the allocation of limited funding resources is optimized. Perform QC/QA check of allocations to ensure that accurate data has been used prior to presentation to the Board of Transportation for approval. Develop reports and/or responses to requests for information from upper and executive management, FHWA, Communications Office and media. Create standard data error checks for Structure Inventory & Appraisal Section's use to prevent erroneous data from being used in bridge program development, project selection, fiscal scenario forecasting, or Division maintenance and preservation allocation determinations. Data mining using Oracle SQL preferred. Working with geospatial data and GIS applications. Provide technical assistance and training, evaluate verbal and written information, develop reports and respond to requests for information from internal and external sources. Identify training needs for Unit and other DOT staff. Develop and deliver training materials, classes or presentations. Assign work, evaluate employee's performance, and train and develop engineers and technicians.
