About The Position

The Business Process Analyst / Workflow Automation Specialist leads the discovery, documentation, and optimization of UOSA’s operational and business processes. This role conducts stakeholder workshops across divisions, maps current state workflows, identifies high value digitization and automation opportunities, and implements workflow solutions (e.g., e forms, approvals, and integrations) that reduce paper handling, minimize duplicate data entry, and streamline approvals. Enables identification of inefficiencies and ensures that digital solutions directly improve operational workflows. The position is central to UOSA’s Digital Transformation Objective “Process Digitization and Streamlining.”

Requirements

  • 5–7+ years in business process analysis, workflow design, or automation within public sector, utilities, or similarly regulated operational environments.
  • Proven experience running stakeholder workshops and translating requirements into optimized to‑be workflows and automated solutions.
  • Hands‑on expertise with Microsoft 365/SharePoint/Teams and Power Automate (or equivalent workflow platforms), plus familiarity with e‑signature and forms tools.
  • Understanding of UOSA‑relevant platforms and data sources (e.g., CMMS/ERP—JD Edwards, Rinami; HR—UKG; Document Management—PolicyTech, FIMS; collaboration—M365; analytics—Power BI; OT/IT context for integration points).
  • Strong documentation, communication, and training skills; ability to distill complex processes into intuitive digital experiences.

Responsibilities

  • Stakeholder Engagement & Requirements Elicitation Plan and facilitate structured workshops, interviews, and job shadowing sessions with operations, maintenance, engineering, laboratory, finance, HR, ITS, and other UOSA stakeholders to gather process requirements, constraints, and improvement ideas. Establish shared understanding of pain points (e.g., paper forms, manual routing, duplicate entry, bottlenecks) and document measurable outcomes for each initiative.
  • Process Discovery, Mapping & Analysis Create clear as‑is and to‑be process maps, RACI charts, and SIPOCs; identify non‑value‑added steps, handoff delays, and rework loops. Quantify improvement opportunities using baseline metrics (cycle time, error rates, rework, manual touches) and define target KPIs to support governance reporting.
  • Digitization & Workflow Automation Design and configure digital workflows (e.g., electronic forms, automated approvals, notifications, and data validations) leveraging UOSA’s collaboration and productivity stack (Microsoft 365, SharePoint, Teams, Power Automate, Adobe Acrobat), and integrating with systems such as CMMS/ERP (JD Edwards), HR/Payroll (UKG), Document Management (PolicyTech/FIMS), and other line‑of‑business platforms where appropriate. Replace paper‑based processes with mobile‑ready solutions for field staff; incorporate e‑signatures and audit trails to improve transparency and compliance.
  • Integration with Data & Analytics Collaborate with Data & Analytics resources to ensure automated workflows produce high‑quality, structured data consumable by dashboards and reports (e.g., Power BI, PI Datalink), enabling operational KPIs, shift‑turnover summaries, and management reporting. Define data capture standards (naming, metadata, retention) that support downstream analytics and audit readiness.
  • Governance, Controls & Compliance Align workflow designs with the Integrated Technology Governance Program (intake, prioritization, lifecycle standards) and contribute to policy and standard operating procedure updates as processes are digitized. Ensure solutions follow applicable best practices and consider relevant security controls (e.g., role‑based access, records retention), consistent with UOSA’s emphasis on governance and cybersecurity awareness.
  • Change Management, Training & Adoption Develop user‑friendly guides, SOP updates, and training sessions; lead pilots, collect feedback, iterate, and enable smooth handoffs to process owners and ITS administrators. Establish success metrics and cadence for post‑go‑live monitoring to sustain improvements and inform the digital maturity roadmap.
