About The Position

Business Officer II has financial budget oversight of over $45M with a diverse receipts stream that includes state, federal, resale, and community block grants. The position involves considerable interaction with DHHS staff, along with federal partners, community providers, and other state agencies. The position is located in Raleigh, North Carolina, and has a flexible work schedule. The position’s duties/functions include (but are not limited to): -Serves as the lead business officer under budget code 14450, which includes the Division of Services for the Blind and the Division of Deaf and Hard of Hearing. -Responsible for DSB grant management operations to ensure fiscal integrity and compliance with state and federal regulations. This includes monthly, quarterly, and yearly closeout certifications as required by OSBM. -Analyze and resolve DSB project allocations and cash flow discrepancies to ensure funding availability and compliance with federal requirements for the period of performance. -As a member of the DSB audit team, this position is responsible for the development and execution of corrective action plans. -Work with the DSB Director to plan and execute initiatives for the Business Enterprise Program.

Requirements

  • Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two years of which should be in a supervisory role.
  • An equivalent combination of education and experience.

Nice To Haves

  • Experience with the final budget as enacted by the General Assembly, federal spending and reporting guidelines
  • Experience providing feedback and resolutions to State and Federal audits. Presenting findings and recommendations both orally and in writing.
  • Experience creating and maintaining complex spreadsheets and import/export financial data from various subsystems
  • Experience managing different types of grants (formula, competitive and block grants) and revenues (state, federal, block grants and resale).
  • Experience with CFR 200 regarding reasonable, allowable and allocable activities
