About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The primary purpose of the Business Enterprises Program (BEP) is to provide employment opportunities for legally blind individuals through the establishment of food service and vending facilities on government and private properties. These facilities are managed through agreements with the Division by trained and licensed blind entrepreneurs. The Business Enterprises Program administers the Randolph-Sheppard Act and state statutes which grant priority to blind vendors in the operation of retail facilities on government properties. The Business Officer position is located in the Division of Services for the Blind’s state office in Raleigh. The responsibilities of the business officer for the Business Enterprises Program includes but is not limited to assisting in program planning, development, and implementation; developing, interpreting, and revising policies and procedures to establish sound business practices and ensure program compliance; reviewing and approving purchase requests and maintaining timely payment of invoices; organizing and assisting in managing the fixed asset inventory; assisting in performing budget analyses and conducting fiscal forecasting with variable revenue and expenses; supervising warehouse staff and warehouse operations and upkeep; and building and maintaining positive working relationships with internal and external partners and stakeholders.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three years of experience in personnel, budgeting, research or administrative management; or an equivalent combination of education and experience.
