About The Position

The primary purpose of the Business Manager position is to provide division-wide administrative leadership and strategic coordination across the Division’s budget and contract functions. Ensures alignment of fiscal planning, grant development, contract implementation, workforce planning, and operational priorities in support of DCDEE’s mission. Lead pre-appropriation strategic development, including coordination of the biennial budget process; preparation and strategic framing of justification documents and special provisions; fiscal scenario analysis; and executive-level advisory support. Provide high-level oversight of fiscal sustainability planning, risk assessment, and internal control integration across budget, contracts, grants, payroll, and cash management functions as well as technical fiscal execution, statutory budgetary authority, certification of funds, IBIS submissions, salary control, and compliance.

Requirements

  • Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and three years of progressive related experience, in which, two years should be in a supervisory role, or equivalent combination of education and experience.

  • Working knowledge of government budget policies, practices, systems, and/or regulations
  • Demonstrated experience with financial reporting and analysis, contract and grants management, and cash management
  • Experience in developing or establishing policies, processes, and/or financial or administrative criteria for the funding of projects, programs, or organizations
  • Ability to lead a lead a team and effectively collaborate and communicate across a range of internal and external stakeholders
  • Ability to efficiently identify and prioritize complex problems and develop effective solutions
