About The Position

The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally, the department manages many of the state's advocacy programs that provide assistance and services to diverse segments of the state's population that have been traditionally underserved. State Surplus Property Division Director NC Department of Administration State Surplus Property The Surplus Property Director provides strategic leadership and oversees the daily operations of North Carolina's State and Federal Surplus Property programs. This role ensures compliance with legislative mandates, including the North Carolina Administrative Code and pertinent federal guidelines. Key responsibilities encompass managing asset disposition, financial administration, budgeting, human resources, procurement, and operational support. The Director administers an annual operating budget of $2.5 million and directs the disposition of approximately $19 million in state assets each year. Additionally, the Director collaborates with executive leadership to develop and implement policies, procedures, and regulatory frameworks that ensure compliance with applicable state and federal laws, while optimizing program efficiency and effectiveness.

Requirements

  • Proven ability to lead and manage a dynamic business operation and a diverse team of professionals.
  • Thorough knowledge and application of fiscal/budgetary theories and methodologies.
  • Must display a command of inventory management, application of policies, and internal controls procedures.
  • Demonstrated ability to create, articulate, establish, and guide the development and implementation of division strategic vision and mission in support of department goals.
  • Must be able to establish and maintain successful working relationships with colleagues, customers, administrators and partners at multiple levels internal and external to the department.
  • Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and five (5) years of progressive related experience, in which, two (2) years should be in a supervisory role, or equivalent combination of education and experience.

Responsibilities

  • Responsible for overseeing and enhancing operational efficiency across five business units
  • Direct the development of division budgets, annual reports, strategic plans, and special project analyses.
  • Oversee the development and dissemination of communications to government agencies regarding information on State Surplus policies and procedures to facilitate the efficient receipt and disposal of surplus property.
