About The Position

The Business Analyst – Project Lead supports the South Carolina Department of Public Health’s modernization of Human Resources systems, with a primary focus on the SCEIS SAP ECC platform and related enterprise applications. This role analyzes and optimizes HR and administrative processes to improve workflow efficiency, data integrity, and regulatory compliance. The position serves as a liaison between HR, Finance, IT, and Security teams to translate business requirements into functional and technical solutions. The analyst leads testing, documentation, reporting, and implementation efforts while ensuring alignment with state and federal compliance standards. This is a fully onsite, enterprise -scale modernization initiative requiring strong project leadership and cross -functional collaboration.

Requirements

  • Bachelor’s or Master’s degree in a relevant field or 10 years of equivalent work experience.
  • 5 years of experience analyzing, documenting, and improving business and system processes.
  • 5 years of experience working with SAP SuccessFactors, SAP HR, or equivalent HRIS systems.
  • 5 years of experience creating user guides, SOPs, and technical documentation.
  • 3 years of experience supporting HR and Payroll operations within regulated environments.
  • Experience working within compliance -driven frameworks and data privacy standards (e.g., HIPAA, FLSA).

Nice To Haves

  • Experience with NIST industry -standard information security practices.
  • Experience supporting enterprise IT implementation or system migration projects.
  • 5 years of experience with Microsoft Office products and collaboration tools including SharePoint, OneDrive, and Teams.
  • 3 years of experience with reporting, dashboard creation, and data visualization in SAP or Power BI.
  • Prior public sector or government experience.

Responsibilities

  • Analyze and optimize HR business processes within SCEIS SAP ECC and related enterprise systems.
  • Conduct current -state and future -state gap analyses to identify workflow improvements and automation opportunities.
  • Translate business requirements into detailed functional and technical specifications.
  • Support SAP HRIS modules, system upgrades, patches, and enhancement initiatives.
  • Lead and coordinate unit testing, integration testing, and user acceptance testing (UAT).
  • Develop and maintain system documentation, SOPs, user guides, and training materials.
  • Generate compliance, audit, and management reports using SAP reporting tools, Excel, and Power BI.
  • Ensure data accuracy, integrity, and security across HR platforms throughout the employee lifecycle.
  • Prepare and manage project documentation including scope, schedules, work breakdown structures, and status reports.
  • Facilitate stakeholder meetings and collaborate with HR, Finance, IT, and Security teams to ensure successful implementation and operational transition.
