About The Position

The Business Analyst Project Manager conducts comprehensive reviews, analysis, and evaluation of organizational business systems and end-user requirements. Leveraging expertise in business process reengineering, the individual integrates advanced technological solutions to address complex business challenges, thereby enhancing operational effectiveness and alignment with strategic objectives. Proficient in applying industry-standard methodologies, including business process mapping and reengineering, the Business Analyst Project Manager identifies opportunities for system improvement and innovation. Requirements

  • Minimum of 8 years of demonstrated experience in Project Management.
  • Minimum of 8 years of experience managing enterprise-scale data management projects.
  • Minimum of 8 years of experience managing agile projects within state or federal government agencies, or in similarly complex environments.
  • Minimum of 8 years of professional experience performing Business Analysis.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
  • Exceptional interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
  • Exceptional verbal and written communication skills.
  • Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
  • Proven ability to multitask and prioritize in a fast past environment with changing priorities; adaptable to change and a quick learner.
  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
  • Ability to build trust and maintain relationships across technical and business teams.

Nice To Haves

  • Minimum of 5 years of preferred knowledge and experience with common project management systems such as Jira.
  • Minimum of 5 years of preferred experience in Quality Assurance practices and methodologies.
  • Minimum of 5 years of preferred experience in Data Analysis, including the interpretation and synthesis of complex data sets.
  • Minimum of 3 years of preferred experience in creating Texas Project Delivery Framework deliverables and actively managing projects using this framework (strongly preferred).
  • At least 1 year of preferred certification as a Certified Scrum Master (CSM), PMI-Agile Certified Practitioner (PMI-ACP), or possession of other Agile-related certifications.

Responsibilities

  • Serves as a primary liaison for at least 5 years between the business community and Customer IT Teams (such as Architecture, Project Delivery, and Application Sustainment), effectively translating business needs into actionable IT initiatives.
  • Reviews, analyzes, and evaluates business systems and users need to identify opportunities for system optimization and organizational improvement.
  • Formulates solutions that align systems and processes with overarching business strategies, ensuring operational coherence and efficiency.
  • Demonstrates substantial experience with business process reengineering, leveraging industry-standard business process mapping techniques to streamline workflows, eliminate redundancies, and drive innovation.
  • Leads requirements gathering sessions, documenting detailed user needs and translating them into technical specifications for development or modification of software programs.
  • Apply strong data analysis expertise to interpret raw data, generate actionable insights, and support fact-based decision making for process improvements and solution delivery.
  • Identifies and assesses new applications of technology to resolve business problems and to make core business processes more effective.
  • Prepares and presents solution options to stakeholders, conducting comprehensive risk assessments and financial analyses, including cost/benefit analysis, return on investment (ROI), and buy-versus-build scenarios.
  • Develops thorough documentation outlining user requirements, program functions, and step-by-step processes required for effective development, enhancement, or modification of business systems.
  • Other duties as assigned.
