About The Position

The Business Analyst 2 is a mid-level position responsible for managing requirements, and coordinating stakeholder communication across NRCS application delivery teams. This role supports business analysis, ensuring delivery teams operate effectively while producing work products aligned with NRCS mission objectives and FPAC governance standards. The Business Analyst 2 works under the guidance of senior BA and product management staff, focusing on agile execution, backlog management, impediment resolution, and team coaching across multiple concurrent projects including GIS, Easement, and conservation application domains.

Requirements

  • Ten (10) or more years of professional experience in IT delivery, business analysis, Scrum Master, or related Agile delivery roles.
  • Two (2) or more years of experience supporting federal IT programs or government agency environments.
  • Demonstrated experiencefacilitatingAgile ceremonies for multiple concurrent projects.
  • Experience with backlog management, user story writing, and sprint execution tracking in Jira.
  • Experience coaching teams on Agile/Scrum principles and practices.
  • Bachelor’s degree in Computer Science, Information Technology, Business Administration, Engineering, or a related field, or equivalent professional experience.

  • Requirements documentation: user stories, acceptance criteria, Definition of Ready/Done

  • Familiarity with NRCS application domains (GIS Imagery, Easement, NEST/NEAT) or similar federal conservation/agriculture systems
  • Must be able to obtain and maintain a USDA security background investigation (FBI fingerprint check and eQIP).
  • Must comply with all NIST, USDA, and HSPD–12 security training and reporting requirements.
  • Must complete mandatory training: Information Security Awareness (annually) and Section 508 (within 45 days of assignment).

Nice To Haves

  • Master’s degree (MBA or related) is preferred.
  • ISTQB or equivalent testing certification.
  • Experience with USDA NRCS or FPAC systems and business processes.
  • Experience with Value Stream Mapping (VSM) and Continuous Service Improvement (CSI).
  • Familiarity with NIST SP 800–53, FISMA, and FedRAMP compliance frameworks.
  • Experience with Section 508 accessibility requirements.

Responsibilities

  • Elicit, document, and refine User Stories with acceptance criteria in collaboration with Government Product Owners and development teams.
  • Support backlog grooming and refinement sessions, assisting with story pointing and task decomposition.
  • Maintain Definition of Ready and Definition of Done standards for assigned teams.
  • Document business processes, workflows, and requirements using Jira and Confluence.
  • Facilitate discussions between business stakeholders and delivery teams on priority changes and scope adjustments.
  • Support intake meetings and SPOE/Feature/Story/SET ticket workflows to ensure proper authorization and tracking of work items.
  • Facilitate open communication and transparency within delivery teams and between teams and Government stakeholders.
  • Coordinate with GPOs, GPMs, and BOs to align sprint priorities with business objectives.
  • Track and communicate velocity, sprint progress, and release status to stakeholders.
  • Review sprint reports and metrics during Retrospectives; identify patterns and recommend corrective actions.
  • Support the Government-approved reporting cadence by contributing to status reports, dashboards, and governance reviews.
  • Mitigate risks proactively by identifying potential blockers and escalating through appropriate channels.
  • Support User Acceptance Testing (UAT) coordination, including test scenario development, defect tracking, and stakeholder sign-off.
  • Coordinate between business users and development teams during UAT cycles to ensure timely defect resolution.
  • Verify delivered functionality meets acceptance criteria and business requirements prior to production deployment.
  • Support release validation activities and post-deployment verification.
  • Participate in planned and unplanned DR/COOP exercises as directed; support communication with delivery teams and stakeholders during DR events.
  • Assist with validation of disaster recovery runbooks from a business process perspective, including documenting business impact and recovery sequence dependencies.
  • Support data governance activities by facilitating requirements gathering for data migration, schema changes, and data quality initiatives within assigned application domains.
  • Coordinate between business stakeholders and technical teams on data-related requirements, including data lineage documentation and metadata registration.
  • Support Tier 3 escalation workflows by tracking support tickets, documenting resolution steps, and maintaining knowledge base articles in Government-designated repositories.
  • Assist with coordination of on-call support schedules and escalation procedures for assigned delivery teams.
  • Support requirements gathering and coordination for applications that integrate with FPAC GeoBranch geospatial services within assigned domains (e.g., GIS Imagery/ODIN).
  • Document geospatial integration requirements and coordinate with GIS delivery teams on cross-domain dependencies.
  • Support senior BA and product management staff in modernization assessment activities, including data gathering for system inventory and business impact analysis.
  • Assist with documentation of modernization artifacts and Transition Package materials as directed.
  • Ensure all work products, services, and deliverables meet or exceed the Acceptable Quality Levels (AQLs) defined in the applicable contract attachments.
  • Support adherence to FPAC architectural principles, the Technical Guidance Framework (TGF), and enterprise standards.
  • Contribute to the risk and issue log in the Government-designated tool, including delivery risks, dependency tracking, and compliance gaps.
  • Support change control processes by documenting scope changes and obtaining required approvals through the Government-designated system of record.
  • Ensure all activities, plans, and deliverables are tracked in Government-approved systems of record (Jira) to maintain traceability and accountability.
