looking for an experienced and ambitious Business Analyst (BA) to join the team. As a BA, she or he will under general direction, as part of a team, provides program technical assistance to data systems professionals and technicians engaged in establishing and enhancing Ohio’s Comprehensive Child Welfare Information Systems (CCWIS) (i.e., Ohio Statewide Automated Child Welfare Information System [Ohio SACWIS]; Business Intelligence Channel [BIC]; Results Oriented Management [ROM]; TEAM Ohio) and other child serving program applications (i.e., adoption and placement data; child abuse and neglect tracking; intake and assessment; resource management; program eligibility and financial tracking). The BA will be responsible for: • Remaining current in program policy changes • Providing program technical assistance to DCY development personnel and contractors in determining scope and requirements derived from federal system requirements document (i.e., interpreting federal and state statutes to ensure compliance in child welfare information system design) • Creating, updating and reviewing design documents; plans, develops, and recommends performance criteria and test case scenarios (i.e., creating realistic child welfare scripts) • Conducting system tests to ensure expected outcomes and to test user scenarios • Assisting with data conversion from current child welfare information systems • Assisting in implementation of new systems • Developing marketing material for partner agencies • Developing webinars, procedure manuals, and user support documentation • Monitoring adherence of system development to federal and state requirements • Providing help desk customer service to system users (i.e., county Public Children Service Agencies (PCSAs), Title IV-E Juvenile Courts, private non-custodial agencies (PNAs), and private child placing agencies (PCPAs)) • Creating and deliver trainings to system users in conjunction with other DCY bureaus to ensure program compliance through use of state's child welfare information systems • Monitoring counties knowledge and use of state's child welfare information systems by identifying user and/or software problems through help desk activities with PCSAs, PNAs, and PCPAs staff • Responding to PCSAs, PNAs, and PCPAs inquiries regarding child welfare information systems user related issues • Providing technical assistance • Determining security profiles for agency staff • Analyzing data • Creating reports and assists with federal reporting requirements • Identifying source of problems and prepares corrective action steps • Participating in and/or supplies technical solutions to meet federal requirements (i.e., establishing schedule of activities with timetables for completion) • Monitoring PCSAs, PNAs, and PCPAs to ensure readiness and compliance • Preparing responses to inquiries from government officials, constituent groups, and general public • Representing child welfare information systems and prepare and deliver speeches and presentations at meetings and conferences • Participating in the development and/or revision of program policies • Performing other related duties as assigned (e.g., attending and participating in staff meetings; traveling to attend meetings, conferences, and trainings; compiling periodic activity and project status reports or ad hoc narrative and statistical reports; participating on special assignments; operating personal computer to produce correspondence, reports, and other documents; maintaining logs, records, and files).
