About The Position

This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in Tallahassee, FL in the Office of Information of Technology. The mission of the Office of Information Technology at the Florida Department of Corrections (FDC) is to provide reliable, secure, and innovative technology solutions that support the department's operations and strategic goals. This position is not a telework position and is required to report to the FDC office in the area it serves.

Requirements

  • Written and verbal communication skills.
  • Must be a Florida Certified Contract Manager.
  • Must possess knowledge of Florida Statutes relating to procurement, contract management, and bill drafting conventions. Knowledge of chapter 60GG, Florida Administrative Code.
  • The ability to read, understand, and translate into plain language various legal documents including contracts and statutes.
  • Must have five (5) years working in an Information Technology position.
  • Must have five (5) years leading a team of five (5) or more persons.
  • Must have three (3) years managing contracts.
  • Must be proficient with standard office software (Word, Excel, PowerPoint).

Responsibilities

  • Assists the Deputy Chief Information Officer (DCIO) with the strategic management and direction of all Office of Information Technology (OIT) programs, contracts, services, and processes for the Department of Corrections (Department).
  • Collaborates with the DCIO and other OIT leadership to formulate strategies that use budget and staff resources to align with the Department’s long-term strategic goals.
  • Assists the DCIO with implementation of OIT initiatives, including migration from legacy systems, new software and hardware projects, integration projects, and other improvement projects.
  • Directs and manages the day-to-day operations of the Bureau of Business Solutions which will work closely with other Department divisions to identify needs relating to Information Technology (IT) purchases, contracts, and processes.
  • Directs daily operations by monitoring, assigning, reviewing, approving, and evaluating the work of OIT personnel within the Bureau of Business Solutions.
  • Establishes goals, performance, and accountability measures to ensure team members are meeting timelines, working efficiently, working within budgetary guidelines and providing the highest standard of customer service.
  • Manages staff and performs tasks including, hiring, training, disciplining, promotions, performance management, and dismissal of subordinate staff.
  • Manages the Bureau of Business Solutions to ensure adherence to procurement requirements, contract management requirements, and fiscal requirements.
  • Directs and coordinates the drafting, analyzing, monitoring and tracking of legislative bills.
  • Guides the collaboration with program leaders for agency-wide procedures to find Information Technology gaps, inefficiencies, or inconsistencies and recommend improvements.
  • Use strong business acumen and a solid foundation of IT knowledge, including process improvement, project management, change management, procurement management, and contract management experience.
  • Establish and keep effective working relationships with Department leadership, internal Department customers, and government officials.
  • Successfully work with executive decision makers by speaking with plain language to help them understand complex technical challenges that OIT handles daily.
  • Support and ensure prompt and compliant responses to public record and audit inquiries, corrective plans, and continuous quality improvement efforts.
  • Provide leadership of IT asset management, which may include but not be limited to acquisition, tracking, and inventory control following agency requirements.
  • Establishes templates, monitoring techniques, standards, and repeatable processes for managing projects within OIT and other Department divisions as applicable.
  • Serves other OIT project managers by providing oversight and as a point of escalation for managing projects, including risks and issues.
  • Manages weekly OIT project status updates via aggregated reporting and weekly meeting. Prepares report to CIO prior to the weekly meeting.
  • Implements advanced project management methodologies for capacity planning, resource planning, and project portfolio management.
  • Administrator for project and portfolio management tool(s).
