About The Position

Responsible for administrative, managerial, and supervisory work directing the personnel and operations of the Building Division in the enforcement of County and State minimum building codes and applicable County ordinances, State statutes, and Federal regulations. Oversees and coordinates the application of the Polk County Code of Ordinances, the Polk County Land Development Code and the Minimum Housing Code. Plans, directs, coordinates, and supervises the activities of the Building Division which include construction permitting, plan review, inspection, and contractor licensing. Responsible for coordinating various building permitting and inspection activities with other government agencies. Coordinates and communicates with industry representatives and special interest groups on changes in codes, fees, policies, procedures, interpretations and any other items within the division's purview. Develops an understanding of customer needs and expectations. Develops, evaluates, and coordinates building permitting and inspections goals and objectives. Develops workload and effectiveness indicators or performance measures in order to evaluate job performance, efficiency and effectiveness of the Division staff. Responsible for the preparation and maintenance of a strategic plan for the Building Division’s functions and activities. Formulates recommendations, evaluates alternatives, and presents actions for Department Director, County Manager and County Commission decisions. In conjunction with the Building Official, acts as County Commission liaison providing technical building permitting, inspection and construction standards guidance to appointed advisory boards, subcommittees and other related resources. Attends meetings and makes public presentations regarding Building Division activities and operations. Provides administrative and technical support to the Contractor Licensing Board. Responsible for fiscal accountability and property assigned to the Building Division. Develops and administers the expenditure budget. Prepares comprehensive reports, correspondence, and memorandums as required. Responsible for personnel management. Performs related duties as required.

Requirements

  • Extensive knowledge of management and supervisory techniques.
  • Knowledge of laws, rules and regulations, policies, and procedures related to building construction standards, governmental permitting and zoning administration, and stays abreast of changes and trends in the field of building permits, inspection and construction codes.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of various real estate, building, zoning and engineering sources affecting Building Division program activities.
  • Ability to interpret and apply building codes, standards, regulations and applicable laws.
  • Ability to formulate and apply policies and procedures.
  • Ability to understand and explore new technology, including computer applications and Internet technology, in order to find practical applications to Building Division activities and enhance productivity and customer service.
  • Ability to effectively work with appointed boards, regulatory agencies and special interest groups.
  • Ability to use good judgment in administrative and personnel situations.
  • Ability to make independent decisions.
  • Ability to conduct analytical studies and draw sound conclusions.
  • Ability to establish and maintain an effective working relationship with employees, officials, contractors, architects, engineers, property owners and the public.

  • Graduate of an accredited four (4) year college or university with a Bachelor’s degree in building construction, engineering, architecture, public administration, political science or a related field
  • Minimum of seven (7) years of responsible administrative experience in building construction or related public administrative experience including four (4) years of supervisory management or agency director experience.
  • Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
  • This position may be required to report for work when a declaration of emergency has been declared in Polk County.
