About The Position

The Texas Department of Family and Protective Services (DFPS) works to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. We do this through investigations, services, and referrals. The Budget Manager performs advanced (senior-level) managerial work administering the daily operations and activities of the Office of Finance, Budget. Work involves establishing finance related goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of and develops others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Be a strategic partner with programs.

Requirements

  • Knowledge of state government accounting and budget processes and procedures.
  • Knowledge of the State of Texas legislative processes and procedures.
  • Skill in analyzing financial data.
  • Skill in written and oral communications.
  • Skills in the use of computer software with preference given for experience with CAPPS, and other state/governmental financial applications.
  • Skill in the advanced features of MS Excel to analyze large amounts of financial data.
  • Uses Microsoft Access/Excel/Word, and CAPPS to perform essential job.
  • Ability to take initiative to identify critical issues and recommend solutions.
  • Ability to gather, reconcile and analyze complex financial data.
  • Ability to communicate effectively with others, both orally and in writing.
  • Ability to establish and maintain effective working relationships.

  • Graduation from an accredited four-year college or university with a Bachelor's degree in Finance, Business, Auditing, Accounting, Economics, or related field of study and three years of related professional experience in Budget, Finance, Accounting, Cost Allocations, Cash /Grant Management and/or Appropration Control.
  • OR Master’s degree in the above fields of study.
  • Additional Budgeting, Finance and/or Accounting related work experience may substitute for the required education on a year for year basis with a maximum substitution of four (4) years.

Responsibilities

  • Oversees the preparation, review, and analysis of financial reports related to funds, reimbursements, fees, appropriated receipts, and other fund areas as assigned for review by management.
  • Oversees their team’s consultative services and technical assistance in monitoring, reviewing, and analyzing expenditure patterns and trends to determine potential for reallocation, realignment, or adjustments to accomplish programmatic requirements.
  • Collaborates on the preparation and development of the legislative appropriation requests (LAR) and of the agency cost estimate process during legislative sessions.
  • Oversees the implementation of changes resulting from new legislation.
  • Monitors and recommends improvements for compliance with state and federal regulations for the efficient utilization of funding and staff to achieve program objectives.
  • Provides budgetary input, technical assistance and guidance to internal and external stakeholders as needed pertaining to assigned DFPS programs.
  • Prepares management and productivity reports; reviews and approves work developed by staff to ensure professional quality and appearance, appropriate and accurate content, consistency, and responsiveness.
  • Ensures cost models are aligned with proposed and enacted legislation and tracks/estimates costs, including the impact on method of finance (general revenue, federal and other funds).
  • Represents the Office of Finance at meetings, hearings, conferences, panels and committees, including inter-agency, cross-agency, stakeholder, and provider meetings.
  • Establishes goals and standards for the team and develops measurement tools for determining progress for meeting goals/standards.
  • Performs other HR functions, including but not limited to conducting performance evaluations, coaching, and professionally developing staff.
  • Keeps budget leadership informed of staff work and progress.
  • Plans, assigns, and supervises the daily activities of professional staff with responsibilities for the development, monitoring, and modifications to assigned program budget areas.
  • Performs other duties as assigned and may be required to maintain unit operations.
