About The Position

The Department of Juvenile Justice is seeking a motivated and experienced individual to serve as the Budget Manager for the Agency. This position will work closely with the Chief Financial Officer and facility business offices to plan and implement a budget of over $100 million. The incumbent in this position will provide fiscal expertise in the development of the agency budget management plan, apportionment and allocating of funds, and expenditure monitoring and control. The ideal candidate for this position will have experience with managing and implementing a budget for a private or public organization, experience with enterprise resource and planning software, and experience working with state or governmental appropriation structures. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in accounting and fiscal management.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in an accounting or fiscal management organization.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

  • Prefers at least two (2) years’ experience coordinating projects with teams in various locations via phone, email, or web conference.
  • Prefers at least two (2) years of experience in a public or private sector conducting fiscal duties that require knowledge of state or governmental appropriation structures.
  • Prefers at least two (2) years of experience managing and implementing a budget for a private or public organization.
  • Prefers at least two (2) years of experience with enterprise resource and planning software such as SAP.
  • Prefers at least two (2) years of supervisory experience.
  • Prefers at least four (4) years of experience managing and implementing a budget for a private or public organization
  • Prefers at least four (4) years of experience working with state or governmental appropriation structures in a public or private organization.

Responsibilities

  • Provides fiscal expertise in the development of the agency budgets management plan and final budget, apportionment and allocation of funds, expenditure monitoring and control.
  • Provides budget guidelines to facilities and other business units in areas of headcount limitations and budget allocation development.
  • Directs development and design of appropriate forms, instructions and procedures manuals necessary for proper budget and fiscal control.
  • Provides fiscal training to Agency business office staff and utilizes state vehicle to travel as required.
  • Serves as full line supervisor.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
