The Budget Director leads the Budget and Financial Planning and Analysis (BFPA) section and is responsible for the development and execution of NCDOT’s nearly $10 billion budget, which includes department administration, maintenance, construction, Division of Motor Vehicles, and other modes of transportation. The position directs and participates in year-end budget and accounting activities and may be called upon to support or direct the preparation of portions of the NCDOT ACFR package and related financial reporting. BFPA also compiles the Department’s statutorily mandated spend plan and coordinates all the corresponding forecast activities regarding cash levels and expected expenditures. The Budget Director reports directly to the Chief Financial Officer (CFO). The position advises the CFO, the Controller, and other senior and executive leaders at the Department on related matters and may be called on to advise state elected leadership and other state executives on NCDOT spending trends and forecasts. The Budget Director conducts the final review of all related financial reports, transactions, and other items prior to review and approval of the CFO, ensuring that all relevant information is appropriately documented and obtained from proper sources. Work involves documenting existing processes and methodologies and advising the CFO on internal and external needs. The position will lead budget development activities for the Department and ensure compliance with the authorized budget. The Budget Director plays a key role in communicating with the North Carolina Board of Transportation, frequently offering formal presentations to the Board and fielding informal questions between Board meetings.
