About The Position

This is a highly responsible financial management position responsible for the development, maintenance and analysis of the financial, budget and revenue information funded by various appropriations and grants. This position is supervised by the Chief of Finance & Administration and assists in managing the Financial Services Unit.

Requirements

  • Graduation from an accredited four-year college with a degree in court administration, public administration, accounting, business administration, or a related field; extensive experience in related financial or administrative.
  • Knowledge of modern principles and practices of public administration, accounting, finance, and budgeting.
  • Knowledge of statutes and regulations governing government/public sector accounting.
  • Proficiency in using personal computers and software for accounting applications.
  • Ability to interact effectively with court personnel, the public, and government officials in a variety of situations and circumstances.
  • Ability to organize, direct, and coordinate administrative activities in a manner conducive to full performance and high morale.
  • Ability to prepare and analyze complex fiscal records and reports.
  • Ability to express ideas on technical subjects clearly and concisely, orally and in writing.

Responsibilities

  • Assists in the management of the Financial Services Unit.
  • Serves as direct supervisor for the Revenue Manager, Collections Coordinator, and related positions.
  • Develops and oversees revenue fiscal procedures; updates and maintains relevant sections in the fiscal procedures manual.
  • Serves as member of State Court Administrator’s Administrative Team, and participates in developing policy and procedures affecting the Judicial Branch.
  • Assists in the preparation of financial and other information associated with the collective bargaining process.
  • Develops and organizes the biennial budget and provides analysis and assistance for the State Court Administrator in the presentation of the budget to the legislature.
  • Develops annual budget work plan and management quarterly financial reports.
  • Provides financial analysis via preparation of financial reports and prepares appropriate recommendations.
  • Oversees revenue and court collection programs.
  • Analyzes revenue patterns to provide projections and produces related reports as required.
  • Coordinates state audit of the courts and prepares required response.
  • Monitors and administers grants and other dedicated funding and prepares financial reports as required.
  • Works with Legislative Analyst in determining fiscal impact for proposed legislation.
  • Serves as a liaison with representatives from various governmental agencies.
