About The Position

This position serves as a financial manager that is responsible for the oversight of participant funds in the Consumer Directed Care Plus (CDC+) Program which directly serves APD clients and supports them in the self-direction of their services. Specializes in monitoring and reconciling the CDC+ Program revenue and expenditures and recommending solutions to financial and management issues within the CDC+ program. This involves the independent application of accounting and auditing concepts, principles, theory, and technical skills in accordance with generally accepted accounting principles (GAAP). Responsible for the oversite of budgets and reconciliations for the CDC+ program and performs the overall CDC+ program financial analysis in conjunction with Program and Finance staff. Responsible for reconciling the Agency requests for and receipt of consumer Medicaid funds; for identifying and tracking consumer Medicaid adjustments; for monitoring and accurately reporting consumer balances; for ensuring the creation and distribution of monthly budgets for new and existing consumers. Provides supervision by holding employees accountable for required work, assigning, and reviewing new work, providing ongoing coaching and feedback, performing general supervisory tasks in a timely manner, timely addressing any human resources related issues, and providing opportunities for employee growth when appropriate. Assists with writing policies and procedures for the CDC+ program, including federal rules, regulations, and compliance. Consults with other management staff within the unit to determine problem areas. Responsible for the oversite of accurate reconciliation of the Agency financial account with the contracted subagent's bank account, and the CDC+ program to the individual consumer's accounts. This is a complicated reconciliation as the program currently has over 5,000 consumers and is enrolling more each month. Oversee and ensure compliance with timely and accurate reporting including the preparation and analysis of a variety of required monthly, quarterly, and annual programmatic and fiscal monitoring reports. This includes, but is not limited to, 837/835 claims, pending adjustments, duplicate billing of Medicaid funds, consumer balances, reinvestments, employer and employee data, CDC+ 1915j Medicaid State Plan, and other management reports. Develop and maintain necessary reconciling forms, processes guidelines, and operational procedures to reconcile the files sent and received for all Medicaid funds (including all paid, suspended, or denied claims). Oversee and or assist with the identification and tracking of all Medicaid adjustments to the individual consumer accounts. Monitor activities on consumer statements looking for discrepancies. Works with various APD staff and contractor subagent as necessary to resolve any discrepancies. Advise management on issues with AHCA's fiscal intermediary, the contractor subagent, program policies/processes related to CDC+ program and submits resolution if applicable to ensure the financial integrity of the Program. Designs and Implements modifications when necessary to achieve financial objectives with contracted provider and Agency IT. Oversee the completion of accurate Savings reconciliation and reporting to Waiver staff for Significant Additional Needs requests. Plan and coordinate response for system/process to CDC+ consumers regarding financial issues. Work with CDC finance staff, AHCA and the contractor subagent to identify, return, and reinvest/recoup funds in active and disenrolled consumers accounts. Performs other related activities as assigned.

Requirements

  • Bachelor’s degree OR 3 years of professional experience in business, finance, accounting, or related field.
  • Two or more years’ experience supervising two or more staff.
  • Knowledge of accounting and auditing concepts, principles, theory, and technical skills in accordance with generally accepted accounting principles (GAAP)..
  • General ledger reconciliation principles.
  • Methods of data collection.
  • Ability to prepare, maintain, analyze and correctly interpret accounting records and data.
  • Ability to reconcile financial and banking transactions
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to an accounting program.
  • Ability to plan, organize, coordinate and prioritize workload and assignments.
  • Ability to communicate effectively, orally and in writing, and the ability to prepare reports.
  • Ability to establish and maintain effective working relationships with internal and external customers.
  • Ability to deal with the public in a tactful, courteous, and effective manner.
  • Ability to analyze problems comprehensively and recommend solutions /change(s) quickly and effectively.
