About The Position

As required by our governmental client, this position requires an active TS/Sensitive Compartmental Information (SCI) clearance to be considered. A government contract requires that this position be restricted to U.S. citizens. You must provide documentation that you are a U.S. citizen to qualify. The Budget Analyst will provide financial management and analytical support to the U.S. Army's Geospatial Intelligence Office (AGO). This role ensures the effective planning, programming, budgeting, and execution (PPBE) of funds to support critical geospatial intelligence missions. The individual will serve as a primary point of contact for day-to-day budget and financial issues, ensuring compliance with all Federal, DoD, and Army fiscal laws, regulations, and policies. Compensation & Benefits: Estimated Starting Salary Range for Budget Analyst: $155,000.00-165,000.00 Pay commensurate with experience. Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Requirements

  • At least 7 years (within the past 10) of experience in budget functions supporting military intelligence
  • Minimum 2–3 years of recent experience as a budget analyst, program analyst, procurement analyst,
  • 5 years of experience supporting Army Intelligence programs.
  • Associate degree in Business, Accounting, or a related field, Bachelors Degree preferred
  • Demonstrated expertise in Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, and OneNote.
  • Strong knowledge of DoD acquisition planning, financial systems, and applicable procurement regulations (FAR, DFARS, AFARS).
  • Excellent analytical, organizational, and communication skills.
  • Must be able to travel up to 25% of the time.

Nice To Haves

Responsibilities

  • Budget Execution and Administration: Monitor, track, and review obligations, expenditures, and reimbursable orders to ensure alignment with annual work plans and funding limitations.
  • Spend Plan Management: Develop, analyze, and update detailed spend plans and financial plans for assigned programs, identifying and reporting variances between actual and planned expenditures
  • Financial Record Keeping: Maintain and reconcile budget control records and the general ledger to accurately reflect the financial status of various programs and activities.
  • Budget Formulation: Assist in the preparation of annual and multi-year budget estimates and financial plans, consolidating data from various sources and ensuring accuracy and adherence to instructions.
  • Analysis and Reporting: Conduct in-depth analysis of financial data, trends, and program requirements. Prepare a variety of reports, briefings, and documentation for leadership and external stakeholders to inform decision-making.
  • Reprogramming Actions: Prepare and process reprogramming requests and funding adjustments to cover shortfalls or unexpected expenses, referring actions requiring higher-level approval to the appropriate officials.
  • Guidance and Support: Provide expert advice, assistance, and guidance on budgetary matters, funding types, and year-end closeout procedures to program managers and staff.
  • System Utilization: Utilize automated budgetary systems (e.g., GFEBS or other relevant federal financial systems) and computer-generated products to perform assignments and conduct quality checks of database information.
  • Compliance: Ensure all budget activities comply with the National Defense Authorization Act (NDAA) financial management certification requirements and other applicable policies.
