About The Position

Assists in preparing and administering the Mayor's Capital Budget and Capital Improvement Plan. Develops, compiles, and analyzes information on City operations and budget implementation; performs policy analyses; monitors City fiscal operations. Department: Office of Management and Budget Salary: $68,162 per year. Posting Type: Announcement Union: None, this is a non-union position. Civil Service Classification: Exempt

Requirements

  • Applicants must become residents of the City of Pittsburgh prior to employment and remain a resident throughout employment.
  • You must submit or show proof of all of the following at the time of application (unless otherwise indicated below), or your application will be disqualified.
  • The application must clearly show two (2) years of full-time experience in local government, budgeting, financial management, public policy, or a closely related field.
  • The application must clearly show a Bachelor's Degree in Accounting, Administration, Business Administration, Economics, Finance, or a related field.
  • Candidates being considered for employment must submit official transcripts verifying post-secondary education (college/university, trade school, etc.) prior to hire.

Responsibilities

  • Reviews, analyzes, and monitors the fiscal operations of assigned Departments, Authorities, and/or program areas.
  • Actively solicits input and feedback from project stakeholders in the development of capital project scopes and budgets.
  • Coordinates with departmental project managers regarding their oversight of assigned capital projects.
  • Coordinates efforts to ensure that financial and staffing resource constraints are managed.
  • Supports departments in monitoring the implementation and progress of ongoing capital projects.
  • Leads annual Capital Budget request review meetings for assigned departments; participates in evaluating and offers informed recommendations to senior management.
  • Reviews assigned departments' midyear budget change requests.
  • Monitors City Council legislative activity.
  • Analyzes and reports on the financial impact of legislation to the Director and/or the appropriate Assistant Director.
  • Advises Grants Office on strategy and anticipated impact of capital grants.
  • Monitors Capital Budget financial records in the City's enterprise resource planning system and/or budget software application(s), including fund allocations, spending authority, and deliverables for each capital project.
  • Analyzes fiscal and operational policies affecting capital expenditures.
  • Maintains records and prepares accurate reports, correspondence, legislation, etc., utilizing financial and spreadsheet software applications (e.g., JD Edwards, Excel, etc.).
  • Reviews contracts and analyzes their financial and operational impact.
  • Compiles and evaluates information regarding departmental operations.
  • Attends public budget engagement meetings.
  • Assists in production of budget documents.
  • Manages area of responsibility in strict accordance with applicable local, state, and/or federal laws, regulations, and established policy.
  • May perform activities and functions associated with the City's other budgets as assigned or required.
  • Performs activities and functions of related personnel and other related tasks and duties that are assigned or required.
