About The Position

This position is responsible for budget management, accounting, financial project controls, and comprehensive financial analysis for CLTWater’s Capital Investment Plan (CIP). The position plays a key role in supporting the administration of the capital budget and related functions, serving as a financial resource for Unity Construct, the Construction and Capital Program Management System (CPMS). Work involves assistance with evaluating and developing processes, training staff, entering information into a financial system, coordinating benchmarks, data, and trend analysis, reviewing project financials, validating data in systems, assisting users, and performing quality assurance audits. This position supports business process management, continuous improvement activities, and performance management measures. This position reports to the Capital Budget and Finance Manager. The salary for this position is $77,012 to $85,568 commensurate with experience.

Requirements

  • High School Graduate or Equivalent
  • Five (5) yrs. of directly related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting.
  • OR Two Year College Degree from an accredited school in business administration, accounting, public administration, or a directly related field.
  • Five (5) years of directly related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting.
  • OR Bachelor’s degree in business administration, accounting, public administration, or a closely related field from an accredited school.
  • One (1) year of directly related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting.
  • Requires a valid driver’s license.
  • Knowledge of the principles and practices of governmental accounting
  • Knowledge of how to compile, interpret, and investigate statistical compilations and variances.
  • Knowledge of Trimble Unity Construct/e-Builder, Workday, Microsoft Office products and SharePoint.
  • Skill in communicating in written, one-on-one, small group, and presentation situations.
  • Skill in the application of prioritization, organization, and coordination abilities to work on multiple projects in a fast-paced environment with tight deadlines.
  • Skill in using Microsoft Excel including pivot tables, charts, advanced macros and formulas.
  • Skill in providing customer service.
  • Ability to analyze financial transaction systems to identify internal controls and problems as well as offer potential solutions.

Responsibilities

  • Supports the development and execution of a comprehensive project control program including capital project planning, management of construction-focused accounting, and financial reporting.
  • Works with City staff and outside contractors, to maintain policies and procedures while managing business solutions.
  • Performs research into accounting discrepancies and proposes solutions to correct errors via accounting entries, imports, or other methods.
  • Analyzes exception and variance reports to identify and resolve integration discrepancies between CPMS and the ERP system (Workday)
  • Works with coworkers to properly reconcile and report fixed assets resulting from capital projects.
  • Helps develop, build, and refine processes in Unity Construct, troubleshoots problems, and assists internal and external users.
  • Supports division-wide training through documentation and facilitation.
  • Assesses the training efficacy and supports continuous improvement to meet business needs.
  • Monitors the budget to ensure that funding is in place for all approved projects.
  • Creates and maintains purchase orders and contracts through change orders and reviews capital invoices for payment.
  • Performs informal, internal audits of financial and other project information to ensure information is synchronized between CPMS and ERP systems.
  • Prepares clear and concise administrative and financial reports as scheduled and as needed.
  • Ensures historical reference by documenting procedures and decisions, maintaining required documentation, and providing documents as necessary.
  • Performs other related job duties as assigned.
