Oversees broadband program and coordination between internal county staff and external vendors, consultants, and stakeholders for the County’s broadband project; Effectively communicate project status. Develops and maintains plan and website updates to reflect the advancement of broadband through a variety of activities. Cooperates with the County’s governing body and staff to develop guidance for all aspects of broadband related projects and activities. Provides strategic oversight for digital equity related issues including affordable broadband to low income and disadvantaged housing, telehealth, education, and employment services and coordinates support initiative across the county. Researches and works with the County’s grant coordinator to explore and apply for broadband related grants. Researches, drafts, and submits Request for Proposals (RFP) for the provision of wired and wireless broadband internet services. Drafts and recommends policy changes to support implementation, maintenance, and expansion of affordable broadband services. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

Requirements

  • Bachelor’s degree in Project Management, Business Administration, Computer Science, or related field
  • 5 years of job-related experience in complex project management, broadband marketing and implementation including leadership experience
  • Familiarity with the IIJA Broadband Equity Access and Deployment (BEAD), American Rescue Plan Act (ARPA) and Federal Communications Commission Broadband Programs
  • Knowledge of project planning, management and evaluation
  • Understanding of the National Telecommunications and Information Administration (NTIA) regulations and 2 CFR 200
  • Knowledge of grant acquisition procedures and processes
  • Ability to make presentation to a variety of audience
  • Knowledge of applicable local, state and federal laws, rules and regulations including applicable FCC regulations
  • Knowledge of principles and practices of installation and operation of broadband services
  • Good verbal and written communication skills; interpersonal skills and the ability to deal effectively with the public, other employees and elected officials
