About The Position

Under the supervision of the Director of Behavioral Health-MAT/FMOB, the Program Manager will be responsible for daily management and operations of the organization’s Behavioral Health Program. The Program Manager will provide administrative/clinical supervision to the program staff to ensure all services are delivered according to local, state and federal laws and compliance. This position ensures the integration of behavioral health with primary care, supervises clinical and non-clinical staff, and supports the delivery of high-quality, patient-centered care. The manager oversees therapy and counseling programs, supports Medication-Assisted Treatment (MAT) and substance use disorder (SUD) services, and drives operational excellence through clinical supervision, workflow optimization, and quality improvement initiatives.

Requirements

  • Master’s Degree or PhD in one of the Behavioral Health /Social Services sciences
  • Must be registered or eligible for registry with Illinois State Department of Health
  • Meet Illinois State criteria for Clinical Supervision, or Licensed Therapist in the State of Illinois
  • 7+years’ experience providing behavioral health, preferably in an FQHC or community health setting.
  • At least two years of supervisory/management experience in human services; clinical experience in crisis assessment and treatment with multi-system families. Proven ability to deliver effective counseling services
  • Demonstrated experience in clinical supervision and program management.
  • Knowledge of integrated care models, MAT, and SUD treatment approaches.
  • Strong clinical skills and knowledge base of clinical care standards in the treatment of adults, children, and families, including those families affected by multiple issues (abuse, neglect, domestic violence, chemical dependency)
  • Strong diagnostic skills and knowledge of DSM V (preferred)
  • Strong knowledge of regulations affecting the delivery of Behavioral Health services, including policies and procedures and applicable ethical codes
  • Work effectively under pressure and temporary increases to workload
  • Computer skills and proficiency with Microsoft Office suite software a must. Experience with (EPIC) and or similar Electronic Records Management system software/databases preferred
  • Strong organizational skills and timely follow-up to manage complex tasks associated with providing services to multi-system (e.g., schools, juvenile rehabilitation, children’s administration/DCFS, and Department of Developmental Disabilities) involved youth and their families
  • Solid communication (written and oral), collaboration, and intervention skills
  • Able to effectively and respectfully resolve conflicts
  • Proven ability to work successfully in a multi-cultural/multi-ethnic environment
  • Able to balance competing demands and maintain effective working relationships with staff, participants, volunteers, collaborators, and the general public
  • Must be able to access clients at all locations served by the organization and places frequented by patients.
  • Position requires driving your own vehicle whenever necessary to meet program needs. Valid Illinois state driver license and car insurance is required per state law.
  • Position requires working a schedule which includes some evenings.
  • Able to sit for long periods, to bending, stooping, and/or to frequent walking.
  • Able to lift up to 15 pounds

Responsibilities

  • Manage day-to-day operations of Behavioral Health services, ensuring alignment with FQHC standards and integrated care models, while maintaining a modified patient panel that balances clinical and managerial responsibilities.
  • Oversee clinical workflows, documentation practices, and case review processes.
  • Coordinate staff scheduling, caseload distribution, and productivity monitoring.
  • Lead quality improvement initiatives and ensure compliance with HRSA, state, and federal regulations.
  • Provide leadership to the therapy and counseling teams through clinical supervision and reviews, consultation, training, and support to ensure compliance, program quality and best practices.
  • Supervise licensed (e.g., LCPCs, LSWs) and unlicensed clinical and non-clinical staff.
  • Provide clinical supervision and mentorship to support licensure and professional development.
  • Conduct performance evaluations and facilitate ongoing training and education.
  • Oversee therapy and counseling programs, ensuring evidence-based practices and culturally competent care.
  • Support and integrate MAT and SUD services into behavioral health programming.
  • Collaborate with medical, psychiatric, and care coordination teams to ensure holistic patient care.
  • Evaluate individual and overall team performance on a regular and ongoing basis; use collected data and information to make needed improvements including adjustments as needed to Therapists’ caseloads and work assignments to maximize quality of care, and staff productivity.
  • Ensures that participant and program goals (program, finance, personnel, professional development, and training) are met in accordance with established contract program policies and procedures.
  • Actively participates in the development of program budgets and monitors program performance according to set budget guidelines.
  • Maintain accurate and timely documentation in the electronic health record (EHR).
  • Assist in program planning, budgeting, and grant compliance.
  • Prepare reports and updates for the Director of BH/MAT and participate in strategic planning.
  • Actively monitor assigned performance goals and professional development in accordance with organization expectations.
  • Conduct semi-annual performance evaluations for counseling team; proactively identify and resolve performance issues.
  • Assures that staff and program goals (clinical, financial, personnel, professional development, and training) are met in accordance with established program policies and procedures, organization expectations, and state law.
  • Actively participate with hiring and orientation process of new staff members.
  • Participate in professional development networks and associations to stay abreast of emerging trends and best practices.
  • Complies with and enforce organizational administrative procedures and policies to ensure efficiency and reduce delays and complications.
  • Produces performance reports in accordance with organization rules and requirements.
  • Ensure timesheets, expenses, leave requests, etc. are complete, accurate, and in compliance with organization policies, procedures, and practices.
  • Abide by the organization’s confidentiality policies and HIPPA rules.
  • Provides occasional support or consultations as needed to promote referral services with other organization programs or to external agencies.
  • Perform other duties and special projects as assigned.
  • Ensure counseling services integrate into other organization programs.
  • Other duties as required to ensure the success of the program and the organization.
