Job Summary: The Behavioral Health Operations Administrator (BHODA) oversees the operation of the Integrated Behavioral Health (IBH) department at Virginia Garcia Memorial Health Center (VGMHC). The BHODA provides direction and oversight for policy and procedure fidelity across all IBH service lines and ensures efficiency and efficacy in the implementation, monitoring, and reporting of operational objectives. This position will work closely with leaders from other service lines and programs, and other health center staff on process improvement initiatives, process development and implementation, and day-to-day operational issues. This position also supervises the Psychiatric and Behavioral Health Care Coordinators (PBHCCs) across all primary care sites. The BHODA will partner with operational and clinical leadership to assure effective patient and client service focusing on a customer-oriented, trauma informed, high quality, and outcome-based approach, and to assure compliance with federal, state and local requirements.

  • Experience in behavioral health field, including but not limited to case management, social work, substance use treatment and integrated behavioral health.
  • Valid driver’s license, reliable transportation, safe driving record, and insurance coverage required.
  • Bachelor’s degree in healthcare, public health, social work, business administration, or related field required. Additional relevant experience may substitute for the education requirement.
  • Experience working in social work, social services, case management, community health or related field required.
  • Two years of operational support experience, with at least two years’ supervisory experience in a clinical environment preferred.

Responsibilities

  • Work closely with the Director of IBH and other department administrators to provide operational support and guidance to health center programs and program leadership.
  • Work collaboratively with support departments including Data, IT, EHR, Billing, Credentialing, Human Resources and Facilities to ensure proper support is provided for behavioral health operations.
  • Coordinate and provide oversight of operational initiatives, activities, and processes; operationalize service delivery in collaboration with clinical leadership and participate in program evaluation and policy development.
  • Consult, refer, and collaborate with other service lines involved in the delivery of patient care.
  • Monitor IBH metrics, including financial and productivity metrics, revenue, and expense projections, staffing and employee experience, clinical quality metrics, and patient experience as measured by CAHPS and incident portal data for IBH.
  • Work with IBH leadership to meet department metrics and track impact on health center wide metrics.
  • Attend VGMHC meetings assigned by Director of IBH, including but not limited to grant management meetings, tiered huddles, quality improvement meetings and leadership meetings. Facilitate and/or attend daily and weekly huddles as assigned.
  • Provide oversight and direction for special projects or initiatives, such as service line integration, program grant administration, and new program development.
  • Assure standardized IBH, ECM, and SUD workflows and best practices are implemented and maintained.
  • Represent VG in community meetings, groups, or events as appropriate to the scope of the position.
  • Provide coverage for IBH leaders during leaves, vacancies, or as needed. May be assigned to cover at any site across the VG service area.
  • Directly supervise PBHCCs to ensure alignment across IBH service lines and standardized processes and workflows.
  • Demonstrate strong leadership skills, including the ability to approach complex problems with creativity, sensitivity, and sound judgment.
  • Support Director of IBH to monitor site leadership staffing ratios and ensure appropriate on-boarding, on-going training, performance management, performance review, and annual competencies for site leaders.
  • Facilitate, model, and encourage the Tiered Huddle structure.
  • Lead by example and assure all employees and providers to promote the mission by displaying behavior consistent with VGMHC's values.
  • Maintain compliance with VGMHC policies and procedures and with external regulatory bodies including, but not limited to: COA, HRSA, OHA, PCPCH, and OSHA.
  • Maintain and promote compliance with HIPAA and 42 CFR Part II regulations and requirements. Treats all patient information confidential.
  • Attain and maintain competency in using EHR for monitoring operational, clinical, and financial metrics, and performing chart and schedule reviews as needed.
  • Function as Superuser and/or Clinical Builder in EPIC EHR to support IBH service lines and collaborate with EHR team to support changes that impact IBH department
  • Perform other duties as directed.
