About The Position

These professional positions manage the behavioral health programs of public safety personnel for the Division of Fire and Rescue Services and is responsible for identifying necessary resources, coordinating referrals for behavioral health services for impacted Division staff and volunteers, and coordinating services and education with the County's Employee Assistance Program (EAP) and affiliated counselors. Supervision is received from the Behavioral Health Supervisor. NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception. Requirements

  • Master's degree in Psychology, Counseling, Social Work or a closely related field
  • Current license as a Licensed Certified Social Worker - Clinical (LCSW-C) or Licensed Clinical Professional Counselor (LCPC) by the Maryland State Board of Social Work Examiners / Maryland State Board of Professional Counselors and Therapists
  • Minimum 2 years of clinical work experience working with adults in a professional setting
  • Possession of a valid automobile operator's license
  • Ability to maintain County Authorized Driver privileges
  • Knowledge of philosophies, theories, practices, policies, and outcomes of the most generally accepted scientifically supported models of treatment, recovery, prevention, diagnostic criteria, treatment modalities, and placement criteria for continuing care of psychological, emotional, mental, addition, and/or substance-relate disorders and conditions
  • Knowledge of and ability to assess psychopathology, emotional and mental disorders, personality disorders, and/or alcohol and drug disorders and the accompanying clinical dynamics appropriate to the program assignments
  • Knowledge of medical and pharmacological resources in the treatment of psychological, emotional, mental, addiction, and/or substance disorders and conditions
  • Knowledge of methods of measuring treatment outcomes
  • Knowledge of federal, state and local policies and procedures governing the delivery of treatment services, ethics, confidentiality, and clinical responsibility
  • Knowledge of the principles of emergency services as it relates to the provision of behavioral health support to public safety personnel
  • Knowledge of budget development and fiscal management
  • Knowledge of local community resources related to the above services, with the ability to effectively network and make appropriate referrals
  • Skill in providing treatment services appropriate to the personal and cultural identity of the client
  • Skill in applying crisis management skills to client crisis
  • Ability to apply research findings and outcome data to improve clinical practice
  • Ability to identify and utilize the role of family, social networks, self-help groups, and community systems in the treatment and recovery process
  • Ability to make constructive therapeutic responses when the client behavior is inconsistent with stated recovery goals
  • Ability to develop therapeutic relationships with clients, some of whom may be hostile, angry, aggressive and potentially violent
  • Ability to work effectively in a fast-paced environment under stressful conditions, while maintaining appropriate confidentiality with the sensitive, personal information of others
  • Ability to establish and maintain effective working relationships with, and to provide consultation and feedback to, a range of professional and paraprofessional staff, students, volunteers, and with representatives of public and private agencies in planning and coordinating client treatment
  • Ability to perform accurate data entry and generation of reports
  • Strong and effective spoken and written (English) communication skills, including the ability to maintain detailed case records and other documentation
  • Ability to attend meetings and perform other assignments at locations outside of the office

Responsibilities

  • Manage the Division behavioral health program
  • Coordinate peers support services, to include working with peer support team leadership, developing and implementing training, and providing clinical oversight
  • Define goals, objectives, and performance measures of the program
  • Ensure services are provided within standards of applicable regulations, policies, and procedures
  • Assess program effectiveness, efficiency, outcomes and quality; identify opportunities to improve service delivery and overall program functionality
  • Provide peer support services to include providing program support in psychosocial rehabilitation services and activities, conducting educational, wellness, and recovery groups and activities with program staff; and modeling sharing of recovery stories and goals
  • Coordinate with the county EAP program to ensure employee needs are met
  • Collect, compile and maintain program statistics and program outcomes; prepare quarterly programmatic and reports
  • Comply with policies and procedures on a County, Division, Federal and State level
  • Manage a caseload to provide coordination pf services; complete required assessments, treatment planning and forms; monitor the progress of plans; conduct follow-up and ensure pre-authorization of services
  • Make recommendations for budget and fiscal management to Program Administrator to include training needs, mileage reimbursement, program supplies
  • Partnership with other public safety agencies to include facilitating meetings and serving on the Local Behavioral Health Authority (LBHA) Coordinated Crisis Response Workgroup
  • Perform other duties as assigned
