This position is for an Associate Director, Program Management leader, within the Secure Tactical Communications organization under Mission Systems. The Soldier Communications portfolio delivers secure, resilient tactical voice, data, and networking solutions for dismounted and mounted soldiers globally, notably through its PRC‑162 Manpack radio. This portfolio includes advanced tactical radios, soldier‑worn systems, platform‑integrated ancillaries, and software/waveform capabilities. The role involves leading a team of Program Managers within the Secure Tactical Communication organization, driving product strategy and execution across the full RTX Lifecycle Program Management (RLPM) framework, from long‑range business planning to sustainment. The Program Manager leader ensures alignment with customer requirements, financial targets, and strategic growth. Qualified candidates should possess strong program and product management experience, leadership in cross‑functional teams, complex portfolio management, and a balance of technical understanding with business acumen. Success requires coaching and developing teams, strategic insight, and sound decision-making in a fast-paced, mission-focused environment. This is an Onsite role in Cedar Rapids, Iowa, with responsibility for leading remote team members globally.

Requirements

  • Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Experience in Program Management with Profit and Loss responsibility

Nice To Haves

  • Experience briefing senior leadership (SBU Vice President and SBU President Level) and external customers
  • Strong understanding of DoD acquisition and communication style
  • Strong understanding of tactical communications and communication modernization in support of Next Generation Command and Control (NGC2)
  • Experience with hardware and/or software project planning and execution

Responsibilities

  • Lead a team of Program Managers and cross functional teams that engage with US Government customers (e.g. U.S. Army) and related customers to deliver on our commitments
  • Profit and loss responsibility for both internally and externally funded efforts
  • Manages the contract lifecycle, cost, schedule and performance of large and/or complex programs
  • Provides active leadership across the full employee lifecycle, including hiring, development, coaching, performance management, and engagement
  • Anticipates and responds to program challenges, directing resources and driving issue resolution for escalated matters
  • Supports contract negotiations and proposal development, ensuring alignment with business objectives and compliance requirements
  • Provides leadership oversight for cost, schedule, technical performance, risk management, sustainment, manufacturing, and quality across assigned product lines
  • Maintains strong relationships with internal and external customers to ensure successful execution
  • Leads decision making for the PMTs, applying critical thinking and strong judgment with incomplete or evolving data
  • Builds internal and external networks and fosters clear, motivating communication within the team
  • Communicates with senior executive leadership on matters of strategic importance
  • Establishes targets for the portfolio and directs teams to achieve financial and operational objectives
