The Associate Director of Program Management for Assured Position, Navigation, and Timing (A-PNT) leads a portfolio of programs with a strong focus on driving customer demand, expanding mission adoption, and delivering resilient PNT solutions. This role is responsible for aligning program execution with evolving customer needs, identifying growth opportunities, and translating operational requirements into scalable, high-impact capabilities for contested and degraded environments. The Associate Director works closely with government stakeholders, technical leaders, and cross-functional teams to shape customer engagement strategies, influence requirements, and position A-PNT capabilities to meet emerging mission challenges. In addition to overseeing program performance, schedule, risk, and financial objectives, this role plays a critical part in advancing market adoption, strengthening customer relationships, and ensuring solutions deliver measurable mission value.

Requirements

  • Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience
  • Bachelor’s degree in Engineering, Physics, Computer Science, Systems Engineering, or a related technical field (Master’s degree preferred)
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • 10+ years of experience in program or project management within defense, aerospace, or advanced technology environments
  • Demonstrated experience managing complex technical programs related to navigation systems, sensors, communications, or PNT technologies
  • Experience working with government customers and understanding of defense acquisition processes
  • Travel requirements up to 30%

  • Experience with resilient or alternative PNT technologies, including GPS-denied or contested environments
  • Project Management Professional (PMP) or similar certification

Responsibilities

  • Lead and oversee the planning, execution, and delivery of A-PNT programs across multiple projects and teams.
  • Leads Department of War (DOW) and prime contract pursuit activities for competitive and sole-sources activities
  • Lead the negotiation of contracts and contractual changes, including business plans, proposal work statements, operation budgets, specifications, and financial conditions of contracts to ensure legal compliance and protect Collins’ interests
  • Develop and implement portfolio management strategies that align with organizational and customer objectives
  • Coordinate with engineering, research, and operational teams to ensure technical milestones and program deliverables are achieved
  • Manage program budgets, schedules, and resource allocation to ensure efficient and successful program execution
  • Identify, assess, and mitigate program risks while maintaining compliance with contractual and regulatory requirements
  • Serve as a primary liaison with government sponsors, partners, and stakeholders, ensuring clear communication of program status, risks, and opportunities
  • Mentor and guide program managers and project teams to strengthen program execution and leadership capability
  • Ensure programs adhere to security, safety, and quality standards applicable to advanced navigation and timing systems
