About The Position

Supervises operations and staff to ensure the maintenance and support for the operations of the Town's water distribution and sewage collection systems. Serves as a liaison between the Water and Sewer Foreman and the Water and Sewer Superintendent. Performs all other related work, as required. Requirements

  • Associates degree or equivalent with 2 (two) years of technical or business school courses/training; plus 8 (eight) years of experience in water and/or wastewater utility systems or an equivalent combination of education, training and experience are required. Computer literacy is required.
  • Massachusetts Class D Driver's license is required.
  • Massachusetts Grade 3D Certified Water Supply Operator's License is required within 12 months of hire.
  • Knowledge of water and sewer operations.
  • Knowledge of system maintenance and emergency repairs, pipes, fillings, and water testing chemicals.
  • Knowledge of procurement and purchasing practices.
  • Knowledge of federal, state, and local laws, rules, and regulations pertaining to water supply distribution and wastewater collection.
  • Advanced knowledge of OSHA.
  • Knowledge of financial administration, budget management, and reporting.
  • Knowledge and skill with principles and practices of record keeping and reporting.
  • Knowledge of administrative office practices and procedures.
  • Knowledge of town government.
  • Knowledge of best management practices to supervise staff.
  • Ability to interact appropriately and tactfully and effectively with customers, including town employees and the public.
  • Ability to maintain detailed and accurate records.

Nice To Haves

  • CDL Class B license is preferred.
  • Massachusetts Hoisting Engineer License Class 2A is preferred.

Responsibilities

  • Coordinates Water and Sewer Division tasks with the Division Foreman.
  • Supervises Water and Sewer Division employees engaged in the construction, maintenance, and repair of the water distribution system and the sanitary sewer collection system.
  • Prepares plans for purchase of supplies and materials. Implements procedures and methods for inventory control.
  • Maintains safety and training programs. Conducts regular safety appraisals. Takes prompt corrective action.
  • Provides technical training to employees. Observes, appraises, and reports to the Director on the capabilities and performance of staff.
  • Maintains records and prepares reports. Recommends improvement to procedures and methods.
  • Keeps current by reading literature, self-study, and attending special courses and seminars on the current industry-specific technology, procedures, methods, systems, and materials.
  • Operates automobiles and light trucks. Occasionally, operates heavy equipment during emergencies.
  • Maintains knowledge of OSHA regulations, federal, state, and local code requirements in the construction industry.
  • Assists in supervising the Town's snow and ice operations as directed by the Highway Superintendent.
  • Participates in the “on-call” rotation for issues or emergencies outside of normal working hours.
  • Processes personal injury reports and prepares motor vehicle accident reports.
  • Processes work orders. Assigns costs, maintains computerized work order database, and sends orders to the Business Manager.
  • Assists the Superintendent in preparation of the Division budget.
  • Assists the Superintendent with water and sewer programs as needed.
  • Performs site inspections as needed.
  • Enforces departmental/town policies and directives of the Water and Sewer Superintendent.
  • Maintains on-call availability for emergency situations.
  • Performs other similar or related duties, as required or as situation dictates.
