About The Position

The purpose of this job is to assist the Director by managing the collection, compilation, and reporting of technical, demographic, and financial data. Prepares operating and capital improvement budgets, performance tracking, regulatory reporting, financial grant management, rate setting and pricing, and other fiscal planning.

Requirements

  • Bachelor's Degree in Business Administration, Accounting, Economics, Public Administration, or related field
  • 7 to 9 years' experience in financial administration, statistical analysis, and budgeting.
  • Knowledge of: Operating and capital improvement budgeting and fund accounts.
  • Knowledge of: Cost of service studies and concepts.
  • Knowledge of: Financial Grant Management.
  • Knowledge of: Relevant laws and regulations pertaining to utilities.
  • Knowledge of: Utility rate setting.
  • Knowledge of: Complex computer software programs.
  • Knowledge of: Managerial best practices and methods.
  • Knowledge of: Common business software applications and advanced knowledge of Microsoft Excel.
  • Knowledge of: General office practices, administrative procedures, and records management.
  • Skill in: Collecting, organizing, and analyzing complex and/or technical data.
  • Skill in: Communicating verbally and in writing to meet the needs of the audience.
  • Skill in: Monitoring and assessing the performance of employees or organizations to make improvements or take corrective action.
  • Skill in: Developing and maintaining effective working relationships.
  • Skill in: Utilizing financial analysis software and databases.

Responsibilities

  • Supports the Director in the execution of department strategic plans, implementation of department-wide initiatives, and direction of operational activities; coordinates major projects and continuous quality improvement activities.
  • Supervises, manages, and evaluates assigned employees and makes decisions about hiring, discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.
  • Prepares financial forecasts for utilities including budget projections for revenues, expenses, cash flow, and debt coverage. Assists consultants with costs of service studies.
  • Prepares utilities budgets; reviews and approves utility requisitions and change orders.
  • Leads power supply planning process for electric utility to meet long-term system requirements for capacity and energy and while adhering to all environmental, reliability, and renewable requirements.
  • Prepares and submits reimbursements for all utility grants. Tracks and manages all financials related to utility grants.
  • Drafts resolutions, ordinances, and memos for City Council consideration. Prepares monthly agenda and presents reports to Water and Light Advisory Board.
  • Regular attendance is a necessary and essential function.
  • Performs other duties as assigned.
