About The Position

Under the general direction of the Director of Human Resources, this position provides day-to-day leadership and operational management for the Learning and Development team and the District’s centralized training and professional development programs. The role involves leading planning, implementation, tracking, evaluation, and continuous improvement for Districtwide training initiatives, including the District’s learning management system. The Assistant Director works with internal stakeholders and external partners to support workforce readiness, employee development, and retention.

Requirements

  • Bachelor’s degree in organizational development, education, program management, human resources, public administration, or related discipline
  • Three to five years of progressively responsible experience in training, curriculum/program development, learning operations, or professional development administration, including supervisory or team-lead experience
  • Strong understanding of adult learning principles, training operations, and educational programming.
  • Ability to plan and administer budgets.
  • Demonstrated administrative, management, and leadership skills, including supervision, prioritization, delegation, coaching, and accountability.
  • Excellent communication skills.
  • Ability to prioritize projects.

Responsibilities

  • Leads and supervises staff with responsibilities focused on professional development and training, including but not limited to workshop and conference development, implementation, and evaluation; survey design; data collection; resource materials; internal communications; internship programs; academic partnerships with colleges and universities; and employee engagement
  • Manages and coordinates staff responsible for conferences and workshops that provide employees throughout the District opportunities to enhance skills and knowledge improve service delivery, to meet the needs of Chicago residents and visitors.
  • Works with departments and leadership to identify, create, and deliver training programs and materials that meet their unique needs, in addition to overall District initiatives and coordinates with HR functions (Labor Relations, Recruitment, Leaves, Benefits) to align training priorities with District policies and compliance requirements.
  • Maintains records of employee attendance and compliance for trainings and professional development opportunities through the District’s online professional development platform, the Success Center, including supporting data quality and reporting improvements as needed.
  • Ensures that training, evaluation, tracking, and communications are consistent.
  • Works with the Director of Human Resources and other appropriate leadership to track training-related expenditures and support resource planning for learning and development activities.
  • Utilizes surveys and evaluations to provide feedback and guide future trainings and professional development opportunities and recommends improvements to content, delivery methods, and participation strategies.
  • Leads coordination of the development of course objectives and course content, selection and evaluation of instructors and programs in coordination with departments and subjectmatter experts, as appropriate.
  • Provides continuity for assigned Learning and Development operations and escalates issues to the Director of Human Resources or designee, as needed.
