About The Position

This is a position-specific recruitment for the Assessor Supervisor, Real Property classification and will be used to fill vacancies in the Howard County Assessments Offices. Participation in this recruitment is limited to current employees of the State Department of Assessments and Taxation. Only internal applicants eligible within the agency will be considered for placement on the resulting list. GRADE 18 LOCATION OF POSITION SDAT-Real Property Valuation for Howard County 3451 Court House Drive Ellicott City, MD 21043 Main Purpose of Job The position's main responsibility is ta administer appeal hearings. ln addition they will supervise and train a team of residential assessors in a local assessment office. Monitor, review, and approve the work of their team of residential assessors. Complete property inspections and data entry of changes in the valuation of residential property. Complete sales analyses to develop land rates and neighborhood adjustment indexes used in the valuation of Real Property. Generate and review database reports, edits, and errors. Provide assistance to the Supervisor of Assessment, Assistant Supervisor and/or Residential Assessor Manager in their various duties as another level of supervision. This position is Mission Essential and Mission Critical Classification.

Requirements

  • Eight years of experience , four years of appraisal experience estimating the value of real property performed in accordance with provisions of the Uniform Standards of Professional Appraisal Practice Code and, four years of appraisal experience involving the tax assessment valuation of real property with the completion of the International Association of Assessing Officers Course 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation.
  • Candidates may substitute the possession of a bachelor’s degree from an accredited college or university for the four years of appraisal experience estimating the value of real property according to the provisions of the Uniform Standards of Professional Appraisal Practice Code.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in tax examining classification or tax examining specialty codes in the accounting and budget group field of work on a year-for-year basis for the required appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code.
  • Must be willing to work in Howard County.
  • Recruitment limited to current State Department of Assessments and Taxation employees only.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
  • Upon appointment to positions, employees in this classification that possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an "Inactive " status.
  • Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation

Nice To Haves

  • Experience performing quality reviews of assessment worksheets, or appeal documentation.
  • Experience mentoring Assessor I/II on SDAT assessment policies and office practices.
  • Demonstrated working knowledge of SDAT assessment procedures, valuation principles, and production standards.
  • Proficiency navigating AAVS, including work review, workflow management, and data validation.
  • Intermediate skill level in Microsoft Excel to create and maintain tracking tools, analyze data, and support assessment reports.
  • Demonstrated ability to manage competing priorities and ensure timely completion of assessment workflows.
  • Strong team communication skills, including explaining guidance, resolving work discrepancies, and supporting productivity goals.

Responsibilities

  • Coordinate and monitor residential reassessment assignment for timely completion
  • Review and approve reassessment work logs and work samples completed by staff
  • Conduct inspections and process changes for accounts within the reassessment assignment
  • Coordinate, monitor, review, and complete reassessment sales analyses to establish land rates and neighborhood adjustment indexes within assignment
  • Ensure the reassessment of residential, exempt, and agricultural properties are valued uniformly at fair market value and ratios meet the requirements and objectives of the Department within the required deadlines
  • Generate and review database reassessment error, edits, and reports as directed by management.
  • Coordinate, monitor, and conduct residential appeals assigned by management
  • Evaluate and approve 1 st level appeal recommendations made by staff
  • Conduct, review, and assist staff in their PTMB and MD Tax Court case and appraisal preparation
  • Appeal hearings at various levels are to be completed so that they meet the requirements and objectives of the Department within required deadlines.
  • Coordinate and monitor residential new construction inspection cycles for timely permit processing assigned by management
  • Track and code permits scheduled for new construction within database
  • Review and approve completed new construction and work logs submitted by staff
  • Conduct inspections and process changes on residential new construction, demolition, or change in use permits
  • Ensure the valuation and completion of permits meet the requirements and objectives of the Department within required deadlines.
  • Provide training, instruction, and feedback to residential assessor staff on job duties and use of the database valuation system assigned by management to meet the requirements and objectives set by the Department
  • Provide customer assistance to inquiries related to property valuations, credit programs, and special use assessments in compliance with department policies.
  • Complete of other miscellaneous duties as assigned by management in order to meet the department objectives.
