About The Position

We currently have an opening for an Application Systems Specialist I This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work Join our team as a GIS Supervisor to lead our Linear Referencing System (LRS) geospatial data operations. In this role, you will oversee the development, maintenance, and quality assurance of the NCDOT LRS and its derivative products, ensuring data integrity, reliability, and alignment with business and regulatory requirements. You will also serve as the Product Owner for NCDOT’s Roads & Highways LRS solution, translating user needs into technical requirements and actionable solutions for delivery. About the Division: The Geographic Information Systems (GIS) Unit provides GIS services, directs all GIS based application systems development, reports, server/system architecture, and GIS system maintenance for the NCDOT infrastructure. The GIS Unit employs management, architects, application developers, GIS analysts, and subject matter experts to meet the growing business and technological needs of NCDOT departments and external users. The GIS Unit meets with NCDOT clients and gathers established strategic business requirements needs to create NCDOT GIS content, applications, and servers. These applications are used to improve internal NCDOT user and external user productivity and communication. The GIS Unit continues to maintain these applications through the application's lifecycle. The GIS Unit also creates and maintains the internal and external GIS systems and services enterprise wide. In addition, the GIS Unit determines project timelines, resources, and costs for each application project, and provides leadership, vision, and direction for internal NCDOT and external GIS systems.

Requirements

  • Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development OR Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development OR High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience.

  • Advanced understanding of linear referencing systems
  • Advanced experience working with Esri's Roads & Highways software
  • GISP Certification

Responsibilities

  • Supervise LRS geospatial data operations, including staff oversight, workload management, and performance development
  • Ensure data accuracy, integrity, and consistency across LRS datasets and derivative products
  • Establish and enforce quality assurance and quality control (QA/QC) standards and processes
  • Serve as Product Owner for the Roads & Highways LRS solution, managing the product backlog and prioritizing work based on business value
  • Translate stakeholder and user needs into clear functional requirements and user stories
  • Collaborate with technical teams to design, test, and implement system enhancements and integrations
  • Work with top management to define and design geospatial applications to meet the automation requirements of the entire organization
