About The Position

The City of Roanoke is seeking an Application Division Manager with responsibilities for driving the strategic direction, implementation, and management of technology solutions supporting organizational business processes. Oversees planning, development, deployment, and maintenance of business applications to ensure seamless operations, improved efficiency, and enhanced customer experiences. Leads a team of professionals, liaisons between IT and business units, and manages the full software lifecycle for enterprise applications. Contributes to strategic planning, budgeting, and policy development. Bachelor's degree from four-year college or university Computer Science, Information Technology, or a related field with a minimum of 5-10 years of experience in selection, design, implementation and maintenance of IT systems, vendor relationship management, customer engagement, and technical staff supervision. Requirements

  • Bachelor's degree in Computer Science, Information Technology, or a related field with a minimum of 5-10 years of experience in selection, design, implementation and maintenance of IT systems, vendor relationship management, customer engagement, and technical staff supervision.

Responsibilities

  • Directs activities of Application Division staff to ensure completion of assigned projects.
  • Supervises, evaluates, and coordinates staff assignments and workloads; conducts performance evaluations and manages professional development.
  • Develops, implements, and enforces procedural and documentation standards for applications.
  • Reviews and makes recommendations on proposed systems solutions; analyzes project requests in relation to current and future plans.
  • Manages project planning, control, and reporting activities in collaboration with Project and Services Division.
  • Maintains vendor management standards and relationships.
  • Assists with contract negotiations for purchased applications.
  • Prepares annual budget submissions, reviews, and authorizes expenditures.
  • Provides advanced leadership in application development, integration, troubleshooting, backup/recovery, upgrades, and overall application health.
  • Acts as liaison between IT and business customers, ensuring alignment of applications with business processes.
  • Manages division's administrative matters including budgeting, contracts, personnel recruitment, performance management, and scheduling.
  • Contributes to department's strategic planning initiatives and develops strategic direction for the division.
  • Ensures operational readiness and availability of applications portfolio, including change management.
  • Performs related work as required.
  • Directly supervises IT Managers.
  • Responsibilities include planning and assigning work, managing performance, and resolving personnel issues.
