The Alternate Program/Contract Manager serves as Key Personnel and acts with full authority to represent the Contractor in matters related to the daily operation and performance of the contract when the Program/Contract Manager is unavailable. This role ensures continuity of operations, contract compliance, and uninterrupted service delivery in accordance with the Performance Work Statement (PWS). The Alternate Program/Contract Manage r is fully qualified to assume all duties of the Program/Contract Manager and may also perform operational duties such as OPI Facilitation and Test Examination when required.

Requirements

  • Minimum of two (2) years of Program Manager experience within the past ten (10) years.
  • The Alternate Program/Contract Manager must successfully complete, within ten (10) work days of contract award : Defense Foreign Language Proficiency (DFLP) Certification Test (90% minimum score) Army Personnel Testing (APT) Security Awareness Briefing Test Control Officer (TCO) Basic Test APT Defense Manpower Data Center (DMDC) Test .pdf)
  • Additional mandatory training includes: Anti‑Terrorism (AT) Level I OPSEC Level I iWatch Information Assurance (IA) PII Awareness
  • Holds full delegated authority to act for the Contractor in all matters relating to daily contract operations when designated.
  • Authorized to communicate directly with Government personnel within the limits defined by the Contracting Officer and COR.
  • The Alternate Program/Contract Manager is designated as Key Personnel . A Government‑approved Curriculum Vitae (CV) is required prior to performing any contract duties.

Responsibilities

  • Act on behalf of the Contractor for all contract matters relating to daily operations during the absence of the Program/Contract Manager.
  • Ensure contractor performance is fully compliant with the PWS, QCP, and QASP requirements.
  • Serve as the primary Contractor point of contact for the Government (COR/KO) when designated.
  • Oversee and direct contractor personnel, including: Test Examiners / Proctors OPI / Web-Based Test Schedulers OPI Test Facilitators
  • Coordinate daily with section supervisors and the COR to ensure mission continuity.
  • Support onboarding, orientation, and certification of contractor staff
  • Maintain full proficiency in the responsibilities of: Test Examiner OPI/Web-Based Test Scheduler OPI Test Facilitator
  • Perform OPI Facilitation or Test Examiner duties when required to meet operational needs.
  • Ensure adherence to test schedules, staffing ratios, authorized examinee eligibility, and operating hours.
  • Assist in implementation and adherence to the Quality Control Plan (QCP).
  • Identify, report, and assist in resolving issues or potential issues affecting contract performance within required timelines.
  • Support documentation, audits, inventories, and Government reporting requirements, including Service Contract Reporting (SCR) when applicable.
  • Be available during Government facility operating hours: 0700–1645, Monday through Friday, excluding Federal holidays or Government closures.
  • Attend meetings, briefings, and post‑award or progress meetings as requested by the Government.
