About The Position

Lawrence Berkeley National Laboratory is hiring an ALS-U Procurement Manager within the Office of the Chief Financial Officer (OCFO). Reporting to the Procurement Program Manager, this role supports the $590M Department of Energy–funded Advanced Light Source Upgrade (ALS-U) project at Berkeley Lab. ALS-U will deliver soft x-ray beams over 100 times brighter than those of the existing ALS facility. This position provides strategic leadership across the ALS-U acquisition portfolio—overseeing planning, sourcing, solicitation, evaluation, negotiation, award, and post-award supplier management. The focus is on delivering best-value outcomes, aligning with project schedules, mitigating risk, and ensuring compliance with Laboratory and sponsor requirements. The role partners closely with ALS-U, Project Controls, Engineering, Finance, and Technical Representatives to design and improve acquisition processes, tools, and reporting—ensuring a smooth, predictable procurement flow that supports project success. This individual will lead at the portfolio level, manage two experienced Procurement Specialists, resolve procurement issues as needed, and personally handle high-value, complex acquisitions for the project. Requirements

  • BA/BS in Business Administration or related field, or equivalent experience, with a minimum of 5 years of relevant procurement experience.
  • Extensive experience with Federal Acquisition Regulations (FAR) and DOE Acquisition Regulations (DEAR).
  • Proven ability to set priorities and make informed decisions that align with both program and scientific project goals.
  • Demonstrated expertise in procurement, including acquisition strategy, price/cost analysis, contract negotiation, administration, and termination.
  • Managed complex RFI/RFP processes for multi-million-dollar, highly technical procurements.
  • Strong organizational skills with the ability to independently prioritize tasks, manage competing deadlines, and adapt to shifting priorities.
  • Excellent problem-solving and analytical skills; able to assess complex issues and influence outcomes through practical solutions.
  • Strong knowledge of various contract types and acquisition procedures within the U.S. Government and contractor frameworks.
  • Effective communicator with excellent interpersonal, written, and oral communication skills across all organizational levels.
  • Demonstrated leadership in cross-functional teams, with the ability to influence technical stakeholders from a procurement perspective.
  • Skilled in interpreting and applying regulations and business practices to make sound, independent decisions.
  • Experienced in project planning, scheduling, program control, and mentoring or supervising 2–3 procurement professionals.
  • Proficient in PeopleSoft or other e-procurement systems, Google Workspace, and Microsoft Office (especially Google Sheets or Excel).

Nice To Haves

  • Knowledge of project and program management practices; familiarity with DOE Order 413.3B is a plus.

Responsibilities

  • Manage a $250M+ acquisition portfolio, overseeing the full lifecycle of 400+ transactions ranging from small to large and complex.
  • Lead coordination between Procurement and the ALS-U project under a unified strategy; facilitate procurement stand-ups, supplier reviews, and timely issue resolution.
  • Own and execute the integrated procurement plan for ALS-U, aligning sourcing and award timelines with project baselines and change-control milestones.
  • Partner with Control Account Managers (CAMs) and Technical Representatives to forecast acquisition needs, develop strategies for high-value and complex procurements, and maintain alignment with the project schedule.
  • Track and monitor cost and schedule performance for the acquisition portfolio; develop and maintain supporting project and program processes.
  • Provide training on acquisition procedures to ensure project compliance, efficiency, and readiness.
  • Design and govern acquisition workflows, standard work, templates, and SLAs to streamline approvals, reduce cycle time, and maintain compliance.
  • Bridge the ALS-U project and Procurement teams to ensure timely, cost-effective, and compliant acquisitions aligned with project goals.
  • Support negotiation, subcontract management, and execution of the ALS-U acquisition strategy; ensure seamless execution across the procurement lifecycle.
  • Identify and address vendor performance issues in collaboration with technical staff, Procurement, Business Assurance, and Legal as needed.
  • Supervise Procurement Specialists, ensuring compliance with Procurement policies; oversee performance evaluations, career development, and disciplinary actions.
  • Contribute to major project reviews by reporting on acquisition strategy, vendor performance, and Procurement support.
