About The Position

This position is responsible for strategic direction and daily oversight of airport information systems, infrastructure, and cybersecurity compliance. The position operates with significant independence, managing contracts, vendors, and staff as appropriate. Provides complex hardware and software technical support for wired and wireless data communications and operating systems. Plans, consults, research, programs, installs, maintains, troubleshoots, and documents network and computer systems. Diagnoses and resolves complex hardware and/or software problems which impact the network. Evaluates, tests, implements new equipment. and develop software installation processes. Provides support and technical assistance to operations and technical staff. Strategic Management & Planning Leads the Airport's IT master planning efforts and ensures alignment with Airport capital programs and FAA technology initiatives. Develops and manages budgets for IT projects, systems upgrades, and technology contracts. Serves as the Airport's principal IT liaison with the City's Information Services Division, federal agencies, and technology partners. Cybersecurity & Compliance Develops and implements cybersecurity policies consistent with TSA, FAA, and COE standards and regulations. Coordinates system monitoring, audits, and vulnerability assessments and ensures timely remediation of findings.  Infrastructure & Network Management Directs coordination, maintenance and configuration of multiple specialized networks, including with City ISD, Access Control/CCTV, and Airfield Lighting systems. Oversees installation, operation, and replacement of network hardware, servers, and virtualization environments. Ensures system reliability and data integrity across mission-critical airport systems. Terminal & Customer-Facing Technology Manages digital and interactive technologies that enhance the passenger experience, including digital signage, flight information displays (FIDS), GoodMaps, and cloud-based customer engagement tools. Coordinates future implementation of smart airport initiatives such as IoT sensors, mobile wayfinding, and self-service platforms. Partners with communications and operations teams to ensure uptime and integration of public-facing systems. Systems Integration & Innovation Oversees development and maintenance of airport-specific applications, such as Part 139 compliance systems, exit lane controls, and access control software. Researches and pilots emerging technologies in support of operational efficiency, resiliency, and sustainability. Project & Vendor Management Leads IT-related construction and renovation projects from design through implementation. Negotiates and manages technology vendor contracts, ensuring compliance, service quality, and alignment with City procurement policies. Coordinates technology input for FAA grant projects and Airport Improvement Program (AIP) submissions. Leadership & Collaboration Provides strategic leadership for airport to cross-departmental teams including ISD, facilities, security, and operations. Represents the Airport on City IT committees and external working groups related to GIS, information governance, and AI guidance. Promotes diversity, equity, inclusion, and belonging in all areas of technology management and team development. Analyzes, diagnoses, and resolves complex hardware, communications, network, and operating systems problems/issues. Coordinates with and provides technical support to application systems analysts, data base administrators, application support technicians and other technical staff within the City. Evaluates, selects, installs, configures, tests, upgrades, and maintains a variety of network services and devices, such as LANs; WiFi; network monitoring tools; and network bridges, routers, maus, and printers. Evaluates, selects, installs, configures, tests, upgrades, and maintains client, server, and network operating system software and network and operating system monitoring tools.   Performs network file server management and maintenance, including installing new file servers and supporting hardware; installing updated drivers, patches, service packages; and performing disk management and space maintenance as needed. Monitors network performance using a variety of tools; implement solutions to improve reliability and increase performance. Evaluates, selects, installs, configures, tests, upgrades, and maintains Intranet and Internet servers. Participates with development teams to plan, test and implement multi-tier applications; leads load testing of new and existing applications. Identifies and resolves client configuration conflicts between software applications (e.g., memory, drivers, dynamic link libraries). Designs, develops, and maintains automated software installation systems. Develops installation standards. Reviews work of other staff members for technical accuracy and conformance with installation standards. May function as the project lead for the installation process. Designs, develops, and maintains utility programs. Researches technical questions using a variety of methods. Designs and performs moves, changes and installations for highly specialized components on the network; maintains detailed records on configuration of connected work stations. Writes internal program, system, and operational documentation for use by technical staff. Interacts with vendors to initiate warranty work and solve problems. Makes technical presentations to technical and non technical staff.  Participates in a variety of task teams and committees. Manages duties within targeted project time frames. Leads large, complex, network projects involving other technical staff. Designs, develops, and maintains system wide network policies and procedures in such areas as data security, network access, and disaster recovery.   Researches new technology; recommends type of platform to use and network changes. Coordinates the implementation of new services. Enhances system usability and efficiency by determining requirements, evaluating and acquiring system software and equipment, replacing obsolete components, and improving the capabilities of existing system components. Plans, coordinates, and documents network architecture; monitors network performance using a variety of tools. Recommends technical solutions to enhance network reliability and performance. Plans, designs, implements, and maintains network infrastructure to ensure load balancing, redundancy, and backup. Guides planning efforts that establish future technical direction. Manages contracts with hardware and software vendors. Ensures implementation of and adherence to the City's Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment. If supervisory duties are assigned: Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees. Requirements

  • Six years of progressively responsible experience in systems programming, data communications, and hardware setup, maintenance and installation.
  • Requires Bachelor's degree from an accredited college or university with course work in computer science or related field.
  • Possession of, or ability to obtain, and maintain an appropriate, valid Oregon driver's license.
  • Advanced principles of information systems, network design, and cybersecurity management.
  • FAA, TSA, and municipal IT compliance frameworks.
  • Principles of virtualization, data storage, and cloud-based infrastructure.
  • Project management techniques, budgeting, and contract administration.
  • Public-sector IT governance and policy development.
  • Extensive knowledge of local and wide area network topologies and components such as:
  • interfaces

  • Extensive knowledge of Windows network operating systems including configuration parameters and procedures, memory management, tuning, backup, data software management and diagnostics, and network security.
