About The Position

With oversight and in collaboration with senior management, work as a subject matter expert to support the planning, coordination, and implementation of a range of operational, regulatory, and capital initiatives at Tweed-New Haven Airport (HVN). Work closely with Airport Administration, consultants, regulatory agencies, tenants, and community stakeholders to advance projects that enhance safety, compliance, operational efficiency, and customer experience. Special projects may include, but are not limited to, managing HVN’s ongoing obstruction removal and airspace maintenance, Airport Noise Monitoring System program, Residential Sound Insulation Program (RSIP), Safety Management System (SMS) program, and assigned Capital Improvement Program (CIP) projects. Serve as the airport’s representative and, at times, technical lead on assigned projects, ensuring airport interests are effectively communicated and protected. Manages all phases of project delivery—initiation, planning, execution, monitoring and control, and closeout—within established time, budget, and scope constraints. Regular, full-time position reporting to the airport CEO. Shift work is required, including evenings, nights, weekends, holidays, and overtime, as operational demands dictate.

Requirements

  • Bachelor’s degree in aviation management, engineering, planning, construction management, public administration, or related field required.
  • At least five (5) years of progressively responsible experience in airport, transportation, infrastructure, or public-sector project coordination.
  • Demonstrated experience working with a Capital Improvement Program (CIP), preferably in an airport or publicly funded environment.
  • Experience coordinating with engineering and planning consultants.
  • Working knowledge of Federal Aviation Regulations (FARs), including familiarity with Parts 77 and 150.
  • Obtain AAAE ACE SMS within 6 months of hire, and AAAE CM within 24 months of hire.
  • Must be at least 18 years of age
  • Must be a U.S. citizen or lawful permanent resident
  • Valid local driver’s license with acceptable driving record to support equipment needs
  • Must successfully pass TSA background screening and security clearance
  • Demonstrated ability to work effectively with consultants and represent airport interests on assigned projects.
  • Strong organizational skills and ability to manage multiple concurrent initiatives in an active operational environment.
  • Excellent written and verbal communication skills, including public-facing communication and report preparation.
  • Ability to interpret technical documents, construction plans, and regulatory requirements.
  • Knowledge of FAA grant processes and public procurement practices.
  • Proficiency in Microsoft Office and project management tools.

Responsibilities

  • Coordinate and support implementation of special airport initiatives, which may include obstruction evaluation and removal, airspace monitoring, noise monitoring programs, residential sound insulation projects, Safety Management System (SMS), and other assigned efforts, aligned with industry standards and best practices.
  • Work collaboratively with airport administration, operations, engineering, environmental, planning, and aviation consultants to advance project objectives.
  • Stay abreast of current events; represent the airport at project meetings with consultants, contractors, airlines, regulatory agencies, and community stakeholders.
  • Review studies, technical reports, construction documents, and consultant deliverables for consistency with airport goals and regulatory requirements.
  • Track project schedules, milestones, budgets, and compliance documentation.
  • Assist in planning, coordination, and administration of assigned CIP projects from concept through closeout.
  • Support development of scopes of work, cost estimates, and procurement documents.
  • Coordinate with consultants and contractors during design and construction phases to minimize operational impacts at a small hub airport environment.
  • Monitor budgets and schedules in collaboration with Airport Administration.
  • Support grant administration and reimbursement processes, including documentation for FAA Airport Improvement Program (AIP) funding.
  • Support compliance with applicable Federal Aviation Regulations (FARs), including Part 77 (Objects Affecting Navigable Airspace) and Part 150 (Airport Noise Compatibility Planning), as applicable.
  • Assist with obstruction identification, documentation, and mitigation coordination.
  • Support administration and reporting functions associated with airport noise monitoring activities.
  • Lead development and implementation of airport’s Safety Management System (SMS) program.
  • In all cases, establish and maintain meticulous recordkeeping of project records to ensure audit and grant compliance in real time.
  • Partner with department stakeholders to document, memorialize, and continuously improve standards, procedures, and workflows.
  • Perform other related duties as assigned to support business objectives
  • For assigned projects, serve as a primary point of contact for residents, property owners, tenants, and other stakeholders; respond to public inquiries and concerns per approved company standards and guidelines.
