About The Position

Under the general direction of the Assistant Vice President – Facilities & Systems, plans, organizes, directs, supervises and coordinates the activities and personnel, including contractor and Board staff, in the Energy Transportation & Asset Management Department. Responsible for the development and planning for all building repair, maintenance, and building automation activities in the business unit. Responsible for contract management of various contracts around the airport. Makes engineering recommendations for airport assets.

Requirements

  • Bachelors’ degree in industrial, civil, electrical or mechanical engineering, business, finance or related field.
  • Five (5) years of experience in facilities, business or customer service management services including two (2) years in a supervisory capacity.
  • Any equivalent combination of education and/or experience may be substituted for the above.
  • Possession of a valid Class C driver’s license.
  • Knowledge of the principles of technical leadership and management.
  • Knowledge of procedures employed in the preparation, bidding, and awarding of service and maintenance contracts.
  • Skill in planning, organizing and directing the work of employees engaged in day-to-day operations in a facilities maintenance program.
  • Skill in estimating costs of labor and materials.
  • Skill in establishing and interpreting plans, specifications and departmental policy.
  • Skill in establishing and maintaining effective administrative supervision procedures and general working relationships with department heads, employees, contractors and the general public.
  • Skill in establishing performance benchmarks and in the critical assessment regarding the attainment of established benchmarks.
  • Ability to effectively manage employees; including the ability to plan, supervise, motivate, and evaluate the performance of subordinates.
  • Ability to understand maintenance contracts and contracts in general.
  • Ability to prepare preliminary budgets and repair/construction estimates.
  • Ability to apply critical attitude in the inspection and evaluation of work completed and in progress.
  • Ability to establish and maintain efficient working relationships among subordinates.
  • Ability to operate a personal computer to both record and analyze data related to facility operations and maintenance.
  • Ability to communicate effectively both orally and in writing.
  • Ability to speak in public.
  • Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge (badge) in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter 49 of the Code of Federal Regulations Part 1500 et al., and DFW Airport’s Airport Security Program within thirty (30) days from date of employment and maintain qualification for a SIDA badge upon each badge renewal.
  • This is a designated safety sensitive position as defined in DFW Airport’s Drug and Alcohol Administrative Policy and Procedure. Applicants selected for this position will be required to pass a drug test prior to employment and to submit to drug screening on a random basis during the length of their employment in the safety sensitive position.
  • This is a designated Essential Employee position as defined in DFW Airport’s Categories and Classifications Administrative Policy and Procedure. An essential employee is one whose attendance is required to maintain airport operations during an emergency or inclement weather situation.

  • Advanced degree in engineering management or business administration.

Responsibilities

  • Oversees maintenance management performed by multiple contractors for operation and maintenance of buildings, structures, systems and equipment.
  • Plans, directs, organizes, assigns, supervises and coordinates personnel, both Board staff and contractor, engaged in light construction, alteration, maintenance and repair of all building, structures, systems and equipment assigned to the business unit.
  • Formulates and implements strategies for providing responsive customer services to stakeholders; monitors and controls the level of customer service provided by staff.
  • Participates in the development of facilities maintenance contracts; reviews bid specifications for facilities contractors and reviews submittals to ensure contractors meet specifications; evaluates pricing.
  • Manages contracts, inventory and maintenance through airport and contractor’s staff through Sustainable Enterprise Airport Maintenance System (SEAMS) to ensure effective execution of Airport asset life cycle maintenance program.
  • Understands and evaluates internal/external customer requests and engineering proposals recommending modifications and changes as appropriate.
  • Initiates plans to promote employee engagement to achieve work goals; adjusts work procedures to increase efficiency; enforces safety regulations.
  • Consults with the Assistant Vice President for Facilities & Systems to recommend policies related to facilities management; interprets departmental policies to assigned staff and contractors.
  • Reviews and interprets specifications, blueprints and job orders; maintains communication with contractors to ensure expected level of performance established in the contract specifications are adhered to.
  • Supervises Quality Control activities; establishes priorities; inspects the work of outside contractors and recommends acceptance or rejection to ensure quality standards are consistently achieved.
  • Evaluates employees, files timely performance reports and may recommend disciplinary measures including suspension, demotion, and dismissal.
  • Performs regular on-site inspection of facilities; maintains time and production records, including reports of completed work and special reports.
  • Maintains spending within authorized limits.
  • Understands and manages contract terms, specifications and requirements.
  • Conducts staff meetings and performs related duties as needed or directed.
