About The Position

As an Airline Business Program Manager, you will be the liaison between the Airports Authority and the Airlines servicing Washington Dulles International Airport (IAD). You will work with contracts and leases for these entities to ensure compliance. You will establish effective working relationships with airlines and other service companies and serve as the airlines’ and other tenants’ principal liaison between the airlines and various departments at the Airports Authority. Airline Business Program Manager Serves in the Airside and Landside Contract Management Division in the Airport Administration Department at Washington Dulles International Airport (IAD). Performs functions related to Airline Use and Lease, contracts, and leases involving various business operations, including airline and terminal facilities. Develops and implement a program for the new Tier 2 East leasing and permitting of specific Airport premises. Maintains the leasing and permitting of the existing facilities, including the Main Terminal, all midfield concourses, concourse leasing, permitting, and assignment of specific Airport premises. Performs related functions.

Requirements

  • Five years of progressively responsible experience managing contracts and leases and a bachelor’s degree in any field. An equivalent combination of education and experience may be considered.
  • Knowledge of and ability to conduct detailed business analyses of data and information supporting planning and decision-making.
  • Knowledge of and skill in managing contracts and lease agreements.
  • Ability to write clear and concise business documents, including technical content of contracts, lease agreements, and solicitation documents.
  • Ability to speak and write effectively.
  • Ability to interact with business contacts in a professional, customer-service-oriented manner.
  • Skill in using computer and office suite software, with emphasis on Microsoft Office Suite, PropWorks, and WorkDay.
  • A state driver’s license in good standing.

Nice To Haves

  • Knowledge of and skill in airline management and/or airport operations.

  • Experience in airport property leasing.
  • Experience tracking and projecting the use of leasable space, especially airline facilities.
  • Experience managing deliverables and financial performance of revenue agreements and space.

  • Bachelor’s degree in Airline or Airport Management degrees.

Responsibilities

  • Prepares contract documents, such as Leases, Permits, Use and Lease, contracts, and amendments.
  • Prepares annual revenue budgets and forecasts.
  • Monitors contract and lease compliance and addresses any contract compliance issues and problems with the Airlines, station managers, property representatives, and appropriate subcontractors, as necessary, which may include associated correspondence or follow-up action, as appropriate.
  • Serves as primary liaison for all airline and tenant operations, recommends resolutions for conflicts to contracts, resolves complaints, reviews and investigates issues, as appropriate, and follows up with corrective-action directives.
  • Serves as the primary point of contact for new entrant airlines to facilitate their commencement of operations at IAD.
  • Negotiates or participates in the negotiations of terms and conditions for contracts and lease agreements with prospective concessionaires and tenants.
  • Adjusts, modifies, and/or cancels leases, as appropriate, and generates associated paperwork (location/facility drawings, description of space/use, square footage, cost per square foot, permits, and approvals for space use) with the assignment of new or temporary space and associated lease modifications.
  • Encourages and builds business relationships between Airport and Airline representatives.
  • Collaborates with Planners and Engineers to plan and review airport facility development and designs.
  • Maintains up-to-date premises exhibits and records of overall airport space inventory; works with the Engineering and Maintenance Department to maintain accurate premises drawings.
  • Prepares letters, as necessary, directing vendor/tenant corporate officials to conform to contract provisions, airport policies, Airports Authority regulations, etc., and ensures compliance.
  • Monitors use and condition of Airport facilities and provides guidance in resolving operational, maintenance, financial, payment, service, or space use issues.
  • Issues permits to Airlines for the use of Authority owned gates and be the primary liaison for Gate Management.
  • Leads space planning efforts for new and existing tenants and performs space inspections before and after leasing.
  • Skill in managing multiple projects concurrently.
  • Performs other duties as assigned.
