About The Position

Our mission is to create a Commonwealth that advances opportunities for independence, personal decision-making, and full participation in community life for individuals with developmental and other disabilities. Our vision is to help Virginians with developmental and other disabilities direct their own lives and choose how they live, learn, work, and play. The Virginia Board for People with Disabilities is seeking an experienced executive Agency Director to provide leadership to advance the Board’s vision, mission and values; implement the strategic programs that relate to priorities of the Governor, Secretary of Health and Human Resources, and the Board. Serving as the Chief Executive Officer of the Department and is hired and supervised by the Board.

Requirements

  • Experience effectively delegating tasks, setting clear expectations, granting appropriate authority, and monitoring progress on delegated work.
  • Experience in planning and organizing work, prioritizing tasks, managing time efficiently, and developing realistic action plans.
  • Demonstrated management experience that includes employee involvement in planning and decision‑making, providing regular performance feedback, and supporting staff development and growth.
  • Knowledge of and experience working with individuals with developmental disabilities, their families, and community partners.
  • Knowledge of intellectual and developmental disabilities, including the systems, policies, and barriers that affect the ability of individuals with I/DD to live independently and productively in integrated community settings.
  • Knowledge of federal and state disability laws, regulations, policies, and programs, including the Developmental Disabilities Assistance and Bill of Rights Act (DD Act).
  • Knowledge and understanding of the purpose and functions of State Councils on Developmental Disabilities under the DD Act.
  • Demonstrated ability to analyze and synthesize complex or diverse information to support decision‑making.
  • Proven problem‑solving skills, including identifying issues, gathering relevant data, and developing timely and effective solutions.
  • Demonstrated clear and persuasive oral communication skills, including the ability to present effectively to groups and lead productive meetings.
  • Evidence of strong leadership skills, including the ability to motivate teams, inspire high performance, and accept and utilize feedback.
  • Demonstrated commitment to quality management, including identifying opportunities for improvement and ensuring accuracy and thoroughness in work.
  • Evidence of sound judgment, including the ability to make timely decisions and apply accurate and practical reasoning.
  • Demonstrated adherence to safety and security procedures and proper use of equipment and materials.

Nice To Haves

  • Comprehensive working knowledge in the leadership and administration of human services systems and programs; legislative principles, practices, and procedures; and program, laws and regulations of a human services organization.
  • Considerable working knowledge of leadership, human resources, and financial principles and practices.
  • Demonstrated ability to: communicate effectively, both orally and in writing with diverse populations and to develop effective working relationships within agency, with other state agencies, and with those outside of state government, including special interest groups, consumers, and parents, community services boards, and private providers.
  • Advanced training/experience in human services related field.
  • Extensive executive level experience in leadership, administrative management (especially health or human services), legislative services and policy development.

Responsibilities

  • Leadership & Performance Management: Provide strategic leadership that sustains a high‑performing organization. Oversee the agency’s Performance Plan and Evaluation process to promote productive supervisor–employee communication and clear understanding of roles and expectations.
  • Strategic & Operational Planning: Advance agency initiatives that support the goals of the Governor, Secretary, and Agency. Lead strategic and operational planning to ensure programs remain aligned, relevant, and effective.
  • Program Development & Oversight: Guide the development, implementation, management, and monitoring of agency programs. Strengthen relationships with key external stakeholders to enhance the visibility, impact, and continuous quality improvement of services.
  • Policy, Research & Advocacy: Advance the agency’s role in policy development, research, grants and contracts, education and outreach, and legislative affairs. Ensure agency activities remain efficient, effective, and aligned with broader disability service system goals.
  • Interagency Coordination: Provide executive leadership across the agency and coordinate efforts within and outside the HHR Secretariat on issues of mutual concern.
  • Administrative & Resource Management: Oversee resource development, allocation, and monitoring in collaboration with the designated administrative service provider (DARS), consistent with the approved Memorandum of Understanding.
  • Ensure the work of the Board and its committees is effectively planned and implemented.
  • Provide guidance to the Board to ensure compliance with the DD Act, Board by-laws, applicable state laws, and Board policies.
  • Provide lead staffing support for the Executive Committee and full Board meetings.
  • Completes duties and/or projects as needed or directed by supervisor.
