About The Position

The position is a pivotal, highly analytical, and administrative position that supports performance-driven improvement across the Behavioral Health Administration (BHA) in terms of program monitoring and award management. The position is responsible for developing, standardizing, and managing the administration's program monitoring, data management, and performance improvement functions by developing guidance documents, protocols and providing trainings. The specialist leads the continuous refinement of the uniform reporting and evaluation process (including BHA’s Universal Reporting Form - URF), ensures data integrity with submitted data by programs, provides critical training and support, and translates complex performance findings into actionable insights for leadership and program design improvement. Key duties also involve ensuring compliance in the awards management and monitoring process. This critical role involves extensive awards management, system administration, compliance monitoring, data extraction, developing new processes and providing recommendations, and providing technical support and training to both BHA staff and local partners. The position is located within the Division of Policy and Planning in the Local Management Unit and will be working closely with the Office of Research and Innovation at BHA.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Five years of administrative staff or professional work.
  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
  • The selected candidate must possess two years or more of experience developing performance measurement indicators for behavioral health and management in the performance measurement systems.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Nice To Haves

  • Experience in developing standardization and process development.
  • Experience in program evaluation using various methodologies (e.g., outcome evaluation, process evaluation) and presenting evaluation findings to executive level audiences.
  • Experience with communication proven success working collaboratively with fiscal, program units, executive leadership to align project scopes, budgets and compliance requirements.
