About The Position

This position is funded by a grant for a duration of time as defined by the grantor. Works under the direct supervision of the Manager to perform responsible administrative support work involved in scheduling, analyzing, processing, and maintaining policy, financial, statistical, and data control reports and records.

Requirements

  • Four (4) years of experience in clerical, bookkeeping, data processing, or statistical work and graduated from an accredited high school or possess a GED, OR
  • Three (3) years of experience in clerical, bookkeeping, data processing, or statistical work and one (1) year of college study (30 semester hours or 36 quarter hours).
  • PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
  • Strong organizational, administrative, and multitasking skills with close attention to detail.
  • Ability to communicate clearly, concisely, and effectively both orally and in writing.
  • Proficient in Microsoft Office or comparable county systems.
  • Knowledge of modern office practices and proficiency in operating office equipment, data systems, and computer applications, including PTBMIS and REDCap.
  • Ability to maintain strict confidentiality and comply with HIPAA and related privacy requirements.
  • Ability to exercise sound judgment, maintain accurate records, and interact professionally with the public, coworkers, and supervisors.
  • Working knowledge of the insurance industry and applicable federal and state regulations.
  • Must possess a valid Tennessee driver’s license or secure one by the date of employment.
  • Must have access to an operable automobile and meet the County requirements for automobile insurance upon the date of employment.
  • May be required to travel to other Shelby County Offices or community sites.
  • May be required to work extended hours, including weekends and events.

Responsibilities

  • Determines eligibility and enrolls clients in the TennCare Presumptive Prenatal Medicaid Program (Part A), including providing healthcare navigation services.
  • Prepares reports, correspondence, and accounting documents (e.g., requisitions, travel, expense reports).
  • Performs data entry, billing, claims processing, and transmittals related to TennCare Presumptive eligibility.
  • Provides enrollment assistance for the Tennessee Breast and Cervical Cancer Program.
  • Supports outreach events, office operations, and participates in required public health emergency preparedness activities.
  • Serves as a Certified Application Counselor (CAC), assisting clients with enrollment through the Federally Facilitated Marketplace (Part B) and related coverage expansions.
  • Serves as the payroll clerk for the TennCare Presumptive Eligibility Program and provides backup payroll support to the Community Health Bureau.
  • Performs other related duties as required or directed.
