About The Position

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year. The main purpose of this position is to process applicants request to become a licensed lottery retailer to sell lottery products. This will generate additional sales/revenues for the Lottery Agency and the State of Maryland. Uses the GemOffice system to review retailer applications submitted via the GemRetailer application portal to ensure accuracy and that all necessary documents have been uploaded and completed correctly. Retrieves from state and local public records (via Internet) the Articles of Incorporation and liquor license (if applicable) for the corporation whose name is on the lottery application applying to become a licensed Maryland Lottery Retailer. Determines if the application can move forward in the review process or if additional information is required. Retrieves application from GemOffice and uses the Experian Consumer Credit Solution’s System to pull the applicant(s) credit report to determine if any factors in the applicant’s credit history put the lottery at financial risk if the lottery license is issued. Records the applicant(s) National Risk Score (NRS) in GemOffice using the Credit Analysis Score Sheet that determines if the applicant(s) fall in the predetermined risk range.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

Nice To Haves

  • Experience utilizing Microsoft programs such as Microsoft Word and Microsoft Excel.
  • Knowledge of the banking industry and the ACH (Automated Clearing House) process.
  • Experience processing surety bonds and escrow payments.
  • Experience utilizing financial accounting programs.
  • Experience safeguarding PII (Personally Identifiable Information) in the workplace.
