Administrative Specialist 2 , ISDS Coordinator (Ontario) Snake River Correctional Institution (SRCI) – Ontario, OR Oregon Department of Corrections This position is available for current regular status employees of the Oregon Department of Corrections, Oregon Corrections Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision. This position is a limited duration anticipated to last 12 months, though, may be extended or decreased due to business need. Snake River Correctional Institution is seeking a motivated and experienced individual who can effectively manage complex staff deployment and scheduling functions in a fast-paced correctional environment. This position is classification of Administrative Specialist with a working title of Staff Deployment Coordinator who is responsible for the planning, coordination, and management of staff deployment and scheduling operations at Snake River Correctional Facility. In the role of the Staff Deployment Coordinator, you will ensure effective staffing coverage while maintaining compliance with DOC policies, labor agreements, and state and federal regulations. Key responsibilities include initiating, preparing, and maintaining master staffing plans, schedules, and rosters; monitoring time and attendance, overtime, leave usage, and absenteeism; and producing management reports, audits, and reconciliations to support operational decision-making. The position works closely with facility leadership to maximize staff deployment efficiency and minimize overtime costs. The role serves as the facility lead for the Institution Staff Deployment System (ISDS), ensuring data accuracy, system compliance, historical recordkeeping, and reporting to the Superintendent, Assistant Superintendent of Security, and DOC Central Office. The incumbent identifies trends, research discrepancies, and coordinates with supervisors, Human Resources, payroll, and employees to resolve issues. Additional duties include coordinating training and meeting coverage, supporting Field Training Programs, facilitating semi-annual shift and days-off bids and annual vacation bids, auditing seniority lists, and preparing bid materials and awards. The position assists with trial service assignments, represented promotional processes, collective bargaining agreement administration, FMLA/OFLA tracking, early return-to-work coordination, and safety-related staffing needs. The incumbent participates in meetings, stays current on ISDS system updates, and provides administrative and operational support to ensure consistent, compliant, and effective staffing across the institution. This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Requirements

  • Three years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis; OR
  • An associate degree in general office occupations and two years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis; OR
  • An equivalent combination of education and experience.
  • Skill in interpreting laws, rules, policies and procedures and applying interpretations to specific situations.
  • Skill in performing technical or administrative support functions requiring independent judgment, decision making and problem resolution.
  • Skill in communicating orally to explain decisions, services, or programs, or resolve problems through negotiation.
  • Skill in making independent judgments and decisions in the application and explanation of laws and rules or policies and procedures.
  • Skill in composing written communications such as responses to inquiries, narrative reports, instructional materials, etc.
  • Skill in coordinating diverse activities to ensure completion of projects, tasks, and assignments.
